AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE UNITED
STATES FEDERAL AVIATION ADMINISTRATION
WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may
execute any documents necessary to receive money from the state or
federal government or any other source, and said documents are prepared
and executed by the City executive administration, provided that the
Common Council of the City of Richmond as the legislative body of the
City approves an ordinance for the appropriation of any monies received
in accordance with IC 36-4-6-18; and
WHEREAS, The Federal Aviation Administration has additional grant funding
available through its Airport Improvement Program; and
WHEREAS, The City of Richmond desires to submit a grant application to assist with-1
the costs associated with the Terminal Apron and Taxiway Phase 3 project
located at the Richmond Municipal Airport; and
WHEREAS, An overall 10% local match is required for this grant, of which one-fourth
of the local match of 10%, or 2.5%, will be provided by the Indiana
Department of Transportation for the City of Richmond so long as the City
of Richmond provides the remaining three -fourths of the local match of
10%, or 7.5%, local match of the funding grant.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, as follows:
1. The City of Richmond Airport in accordance with IC 36-1-4-10 has
submitted or will submit a grant application to the United States Federal
Aviation Administration to assist with the costs associated with the
rehabilitation and construction of the Terminal Apron and Taxiway Phase
3 project located at the Richmond Municipal Airport.
2. The City of Richmond is authorized to accept said grant funding in an
amount up to Four H ndred Ninety Thousand Two Hundred Fifty-nine
xl<�C__/ Dollars ($490,259.OS
}) from the Federal Aviation Administration and to
accept an amount up to Thirteen Thousand Six Hundred Eighteen Dollars
and Thirty-one Cents ($13,618.31) from the Indiana Department of
Transportation.
3. The City of Richmond shall be required to match a maximum of Forty
Thousand Eight Hundred Fifty-five Dollars and Nineteen Cents
($40,855.19) for the local match, so long as the Indiana Department of
Transportation pays the amount of Thirteen Thousand Six Hundred
Eighteen Dollars and Thirty-one Cents ($13,618.31). The City's Iocal
match has been set aside from Tax Increment Financing ("TIF") funds.
4. If the grant is awarded to the City of Richmond, said funds from the
United States Federal Aviation Administration in the amount of up to Four
Hundred Ninety Thousand Two Hundred Fifty-nine Dollars
($490,259.00), and the local match from the Indiana Department of
Transportation in the amount of up to Thirteen Thousand Six Hundred
Eighteen Dollars and Thirty-one Cents ($13,618.31) , and the local match
from the City of Richmond in the amount of up to Forty Thousand Eight
Hundred Fifty-five Dollars and Nineteen Cents ($40,855.19) shall be
appropriated for assistance with the costs associated with the Terminal
Apron and Taxiway Phase 3 project located at the Richmond Municipal
Airport.
Passed and adopted this/ ! day of 2012, by the Common
Council of the City of Richmond, Indiana.
