SUBJECT: PLANNING COMMISSION ACTIONS - MEETING OF JULY 23, 2013
RECOMMENDATION:
The City Council is requested to receive and file actions of the Planning Commission
from their meeting of July 23, 2013.
BACKGROUND:
On July 23, 2013, the Planning Commission held their regularly scheduled meeting.
ANALYSIS:
The following is a summary of actions taken at the July 23, 2013 Planning Commission
meeting:
1. ROLL CALL:
Present: Commissioner - Curran, Leung, O'Leary, Vice -Chairman Cordes
Absent: Commissioner - Chairman Horton
Excused: Commissioner - None
2. REORGANIZATION OF THE PLANNING COMMISSION
A. The Planning Commission took the following actions:
Vice -Chairman Cordes was elected as Chairman. Commissioner Leung was
elected as Vice -Chairman.

3. CONSENT CALENDAR
The Planning Commission approved the minutes as amended from their regular
meeting of July 23, 2013.
4. UNFINISHED BUSINESS
A. CONDITIONAL USE PERMIT 13-1828, A REQUEST TO ESTABLISH A
NEW CELLULAR ANTENNA FACILITY THAT WOULD BE ATTACHED TO A
70 FOOT TALL LIGHT POLE LOCATED IN THE ATHLETIC FIELD AT
TEMPLE CITY HIGH SCHOOL
Per recommendation made by staff, the Planning Commission continued the
Conditional Use Permit request on a 4-0 vote to the next Planning
Commission Meeting of August 12, 2013.
5. NEW BUSINESS
A. CONTINUE CONDITIONAL USE PERMIT NO. 13-1832 TO ALLOW THE
EXPANSION OF AN EXISTING PRESCHOOL/KINDERGARTEN LOCATED AT
5708, 5714 MUSCATEL AVENUE, TEMPLE CITY, CA 91780. THE PROJECT IS
TO DEMOLISH AN EXISTING 1,255 SQUARE FOOT SCHOOL BUILDING FOR
THE CONSTRUCTION OF A 3,025 SQUARE FOOT NEW BUILDING ON THE
SAME SITE. IN ADDITION, THE BUSINESS APPLIES TO INCREASE THE
ALLOWABLE NUMBER OF STUDENTS FROM A MAXIMUM OF 40 TO A
MAXIMUM OF 80 AFTER THE EXPANSION. THE SUBJECT SITE IS
LOCATED IN THE HEAVY COMMERCIAL (C-3) ZONE.
Per recommendation made by staff, the Planning Commission continued the
Conditional Use Permit request on a 4-0 vote to the next Planning
Commission Meeting of August 27, 2013.
B. A REQUEST FOR AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
TEMPLE CITY AMENDING THE TEMPLE CITY ZONING CODE TO
IMPLEMENT THE HOUSING PROGRAMS OUTLINED IN THE 2008-2014
HOUSING ELEMENT.
The Planning Commission recommended that the City Council approve a
Municipal Code amendment to implement the housing programs as outlined in
the 2008-2014 Housing Element. The proposed ordinance is an amendment
to the zoning code to implement the programs outlined in the Housing Element
to obtain compliance with the State of California legislation, specifically Senate
Bill (SB) 1818 and SB 2. SB 1818 requires all cities to establish incremental
density bonuses for affordable housing whereas SB 2 requires cities to permit
emergency shelters, transitional housing, and supportive housing. The
ordinance accommodates SB 2 by: permitting increased density in the R-3

zone not abutting any R-1 Zone; allowance of emergency shelters; conditionally
permitting one room housing in the C-3 Zone; and by permitting transitional
housing in all residential areas. To accommodate SB 1818, amendments are
made to implement density bonuses and parking reductions to encourage
affordable and senior housing.
The Planning Commission recommended that the City Council approve the
Municipal Code amendment on a 3-1 vote.
C. A REQUEST TO CONTINUE A ZONING CODE AMENDMENT TO AMEND
ARTICLE E (SITE PLAN REVIEW AND CONGESTION MANAGEMENT) OF
CHAPTER 1 (ZONING REGULATIONS) OF THE TEMPLE CITY MUNICIPAL
CODE TO CREATE A DISCRETIONARY SITE PLAN REVIEW PROCESS
TO THE PLANNING COMMISSION MEETING OF SEPTEMBER 24, 2013.
STAFF IS WORKING WITH THE CITY ATTORNEY'S OFFICE TO REFINE
THE ORDINANCE LANGUAGE.
Per recommendation made by staff, the Planning Commission continued the
zoning code amendment on a 4-0 vote to the Planning Commission Meeting of
September 24, 2013.
D. COMMUNICATIONS - None
E. MATTERS FROM CITY OFFICIALS - None
F. UPDATE FROM THE COMMUNITY DEVELOPMENT DIRECTOR AND
DEVELOPMENT MANAGER
Mark Persico updated the Planning Commission on the following items: a
joint meeting of the Parks and Recreation Commission and Planning
Commission to review the Parks and Open Space Master Plan on November
12; a contract for Safe Routes to School; and a contract for installation of
additional bicycles lanes. He also announced upcoming consultant
agreements for the General Plan, Sign Ordinance, and Historic Preservation
Ordinance.
Planning Manager Starns announced that the City Council approved a
consulting contract for the 2014-2021 Housing Element. The next Housing
Element will be brought to the Planning Commission in approximately six
months.

The Planning Commission meeting was adjourned at 8:42 p.m.
