I request immediate correction of these items. My recommendation is widen the Co as I previously recommended and convert the rear northwest comer to the Sdl being reinforced with hay bales. Future violations of these two items will result in my requiring this. I did speak with the PM late yesterday and he advised he would be acting on these two items. This lot is part of an eight lot subdivision created in 2004. Construction plans for this subdivision indicate drainage along the rear lot lines as well as roadside drainage swales. This subdivision was evidently not constructed to the approved plans thus no positive outfall exist within the now existing subdivision. A small depression exist on this lot and the adjacent lot which is lower than the surrounding properties. We will fill a portion of this depression. The remaining portion of the depression will retain some storm water prior to overflowing and following natural grade to the southeast to the marsh. No downstream impacts are expected frorn this proposed single family residence development. Soil for this property is Chipley Urban Land Complex (C). The pre and post-development hydraulic report was designed by utilizing the SCS Curve Number Method with Hydraflow Hydrographs software developed by Intelisolve. This method uses a series of hydrographs for different durations and storm distribution types to find the particular storm duration that result in the maximum runoff. The hydrologic estimates of the stormwater runoff in this report are based on storm events with I -year, 2- year, 5 year 10 year, 25-year and 50-year return frequencies. The calculation methods and equations used are in Appendix A. The results are presented below. DESIGN REQUIREMENTS Design requirements are based on the City Of Tybee Island Stormwater Management for Development Activities. STORMWATER QUANTITY I\IETHODOLOGY The existing and proposed conditions will be analyzed using the hitelisolves' Hydraflow Hydrographs to generate the runoff hydrographs for each of the drainage basins based 0fithe SCS HydrogoTaph Method. The program is used to model rainfall and stormwater runoff and to perform hydraulic routing through the storm drainage system for each storm event. The hydrologic input data consists of information for each drainage basin, or sub watershed, within the project, Input variables include runoff curve number, rainfall distribution pattern, hydrograph peaking factor, area of each drainage basin, and time of concentration (see below sections for specifics on the values of these variables that were used in this model). The program generates runoff hydrographs for each sub watershed based on the user-specified variables. The model hydraulic input consists of a system of nodes and links. Nodes represent locations where flows enter or exit the system, pipe or channel characteristics changes, or where stage /storage /tine relationships are provided. Links represent traditional types of hydraulic conveyance such as pipes, channels, drop structures, weirs, etc. The sizes, inverts, lengths, and pipe information, all lagoons and detention area stage-storage information and the respective within the model for a given storm, and flow conditions are determined. Hydrographs for each drainage area are merged within the program, and the hydrologic results are then combined with the hydraulic information to model the hydraulic interactions of the entire drainage system. The results include lagoon and detention area discharge rates and stage/storage information during the design storm events. For the design of the storm drainage system, a warning stage elevation is set for each lagoon and detention area and structure to assure no stormwater ponding. In addition, the ultimate discharge rate from the system cannot exceed the pre-developed runoff rate. Knowing these two factors, the drainage system is designed by trial and error. Carve Number The hydrological soil type information has been superimposed over the drainage basin map and the acreages of the various soil types within each basin were then measured. Next, SCS Curve Numbers (CN) were assigned corresponding to the hydrological soil type and ground cover conditions. Finally, composite CN's were calculated for each basin. The runoff hydrograpbs are then routed thru the proposed detention facility utilizing stage storage relationships based on the outfall control structure and respective inflow hydrograph. The program output is included as Appendix C - Post - Development Flow Calculations. Thee QLjLoncentration Sheet Flow It was assumed that the most hydraulically distant points for each of the drainage basins sheet flows for the first 100 ft (from GA Stormwater Management Manual pg 2.1-25). Shallow Concentr -ated Flow To estimate the travel time for the shallow concentrated flow segments, first, the average velocity was determined using the following equations (from GA Stormwater Management Manual Equation 2.1..10): Unpaved surface: V = 16.1345 (S)O-' where, V = average velocity (ft/s) S = land slope (ft/ft) Paved surface: V = 20,3282 (S)'-' where, V = average velocity (ft /s) S = land slope (ft /ft) These two equations are based on the solution of Manning's equation (from GA Stormwater Maria e__. nent Manual Equation 2.1.12) with different assumptions for n (Manning's roughness coefficient) and r (hydraulic radius, ft). For unpaved areas, n is 0.05 and r is 0A: for paved areas, n is 0.0,25 and T is 0.2.
