HomeMy Public PortalAbout88-128RESOLUTION NO. 88-128 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON ADOPTING A PUBLIC WORKS DEPARTMENTAL PROCEDURE ENTITLED "CITY OF CARSON RAISED LANDSCAPE MEDIAN -DESIGN POLICY" THE CITY COUNCIL OF THE CITY OF CARSON HEREBY FINDS, RESOLVES AND ORDERS AS FOLLOWS: Section 1. On November 22, 1988, the Planning Commission, following a duly noticed public.hearing at 7:00 p.m. in the Council Chambers, City Hall, 701 East Carson Street, Carson, California, at which time evidence, both written and oral, was duly presented to and considered by said Commission, recommended to the City Council the adoption of a Public Works Departmental Procedure entitled "Raised Landscape Median -Design Policy". The findings of the Planning Commission are set forth in Planning Commission Resolution No. 88-1189 . Section 2. On December 13, 1988, the City Council/ Redevelopment Agency held a duly noticed joint public hearing at 7:00 p.m., in the Council Chambers, City Hall, 701 E. Carson Street, Carson, California, to consider the actions recommended by the Planning Commission. Evidence, both written and oral, was duly presented to and considered by the City Council. Section 3. The City Council has reviewed and considered the findings, as outlined in Administrative Report No. 88-5, entitled "Report on Raised Landscaped Medians", dated August 12, 1988, and hereby incorporates and adopts said findings. Section 4. Based on the foregoing, the City Council hereby adopts the Public Works Departmental Procedure entitled "Raised Landscape Median -Design Policy" which is attached hereto as Exhibit "A". Section 5. The City Clerk shall certify to the adoption of'this Resolution. t PASSED, APPROVED AND ADOPTED THIS 13TH DAY OF DECEMBER, 1988. Resolution No. 88-128 Page 3' of s RAISED LANDSCAPE MEDIAN - DESIGN POLICY a. General The following design policy is intended to be used as a guide in developing general standards to be utilized for the design of raised medians. Landscape median requirements will be reviewed on a case by case basis. In all cases, good design practices should be followed that accommodate the safe and efficient movement of traffic and its impact on local business, while providing the maximum aesthetic improvements through appropriate landscape design. Landscape designs shall be incorporated into the raised median design where it is deemed practical and feasible to provide such facilities. Landscape designs shall be designed in accordance with applicable standards of the Public Works Department. In all cases, the designs will meet the standards set forth herein. b. Conceptual Approval Prior to the actual design by the Engineer, conceptual raised landscaped median configurations colored to show different plant material and hardscape, plus artist rendering of each proposal shall be prepared. Workshop(s) will be held with the adjacent tenants/property owners to determine the best design to accommodate the business concerns and traffic needs. After the conclusion of the workshops, the final proposal shall be presented to the appropriate Committee and City Council/Agency for approval. C. Medians are to be considered on all streets shown on the attached map (Attachment I). The map is intended to be utilized as a guide and is not considered to be inclusive of all areas in the City. As land is developed and new streets are constructed and existing streets improved, raised medians may be included in their design also. d. Median Width All raised median dividers with left hand turn lanes should be a minimum of 14 feet in width. The raised median directly'adjacent to the left -turn lane should be a minimum of 4 feet in width. All raised median curbs should be 8 inches high and made of Portland cement concrete, unless it is to be a temporary improvement. e. Median Openings Median divider openings should be located to minimize the points of conflict between through traffic and left turn or cross traffic. Openings should normally be permitted at all dedicated City streets, except alleys, low volume cul-de- sacs, low volume residential streets, offset intersections or where traffic safety dictates otherwise. Median divider openings should be allowed only on the basis of need for access as demonstrated by traffic volumes. f. Street Lighting Street lighting is to be provided in the parkway wherever possible. Median lighting may be used where feasible, to continue pre-existing lighting on a given street. These signs should be consistent with the aesthetic theme of the raised median design and should be provided in advance of all dedicated streets. No additional signs shall be permitted on the medians, except those signs needed for traffic control and safety purposes. h. Modifications Modifications to this policy must be approved by the City Council. i.
