PARTICIPANTS: Chair Doug Wilcock, Kari Hoffmann, Elizabeth Taylor, Paul Ruchinskas, Jan Crocker, Steve Ferris, Cynthia Baran, Chris Williams, Donna Kalinick, Katie Gregoire, Seamus Woods, Bill Henchy, Hal Minis, Mike Gradone, Melissa Lowe ABSENT: Cindy Bingham Call to Order, Declaration of a Quorum, Meeting Participation Statement, and Recording Statement Chair Wilcock called the meeting to order at 4:OOpm, a quorum was declared, and each member present was announced. Chair Wilcock read the meeting and recording statements. Public Announcements and Comment: None i Recreation Commission Representative The Recreation Commission representative, Al Ryone, will be presented in the "for your information" section of the Select Board meeting on December 5th and appointed at the December 12th or the December 19th meeting, once he is app°ointed, he will be a voting member of the Pond Parcel Planning Committee. Video y a. Second Cut Member Gregoire shared the draft of the video in which she took members feedback into consideration and adjusted. Members of the board shared their comments and feedback on the video. There was a suggestion to add a Town of Brewster email address at the end of the video for people to submit questions and comments to the committee. Member Taylor noted that it needs to be clear if the property is available for public use at this time. Ms. Kalinick suggested to mention that the committee is working on access and hope to have programs available in the Spring and Summer. It should also be', mentioned the committee's ongoing work towards access to the property. Member Gregoire sharedlthat the next draft would not be ready for the next meeting and requested members review the written draft and provide comment for the next meeting. b. Distribution of video- No additional discussion. r Short Term Uses of Property a. Wayside signs- Possible vote on Layout and Wording Member Williams noted that based on comment from the committee he has made changes to the content for the signs. There was some discussion on how to present the Zone 2, drinking water supply, this should be consistent with what is used in the video. For the future section, it was suggested to reference the regulatory process the properties will be going through. Member Williams will incorporate the changes and bring to the next meeting for a vote, he will also communicate with the Building Commissioner and the HDC for any permits needed. b. Spring canoe and kayak trips to property Member Williams noted they are in the process of setting up meetings for a working group for initial planning. Mass Audubon will need dates next month. Recreation Department Spring Programs Mike Gradone shared that the Recreation Department will be partnering with Mass Audubon during April vacation to provide programming for children. This program will consist of trail walks and hope to visit both the pond property and the bay property. Adding that with the limited access to the pond property that is not a whole that can be; planned at this time. Proposed Runs and/or Race Chair Wilcock noted because of constraints with access and insurance coverage, current the committee can't plan for any runs/races on the property and any activities would have to go through the Recreation Department. Ms..Kalinick referenced the facility use form used for Drummer Boy Park and other Town facilities and the Recreation Department's Use Form, as well as the required form that is completed for any races through the Town. Adding that Town Administration is working on completing a new public use form that separates out Drummer Boy Park, Ms. Kalinick mentioned that there will be a new use form for the former Sea Camp properties. The Bay property is currently only holding Town sponsored programs through the Recreation Department, Town Administration continues to work with our insurance company to work through the challenges of these properties and make sure we are covered for liability purposes. Mr. Gradone noted that the, goal is to try to offer events and programs that cater to everyone in Brewster, so that everyone has the opportunity to get on either property. Member Taylor noted that any activities near the pond will need to be reviewed by the Department of Natural Resources as it will be within 100ft of wetlands and will need to follow regulations. Bus Turnaround t Chair Wilcock shared that he had inquired about removing the stones at this location and installing a gate. Town staff reviewed, and grading and hardening would need to be completed to make this possible. The Conservation Commission would also need to be involved for any permitting. Member Henchy noted it might be useful to have;Town counsel look at the access question regarding prescriptive uses. Bill Henchy left the meeting at 5:56pm Consultant Update Ms. Kalinick shared that+the Town has come to a final cost and scope of work with Reed Hilderbrand, the final cost is $372,200, and the refined scope of work will be available at the next meeting. There are two parcels that are very different, but their futures are tied together, discovery and everything moving forward will be somewhat parcel specific. Once a use is determined, it will then need to go through a process for it to be approved, future scopes of works and comprehensive plans will need to be adopted at Town Meeting. Town Meeting Fundin�lUpdate Chair Wilcock shared that money for short term programs passed at Town Meeting in the amount of $50K for both committees. He requested that the working groups provide him their funding needs prior to the next meeting. The fund requests will then be reviewed at the joint committee meeting. Ms. Kalinick noted that the initial costs for`the bus turnaround was $10K, this did not include the wetlands delineation. ,' FYIs: None y w Approval of Minutes from October 16, 2022 Member Ruchinskas moved to approve the minutes for October 16, 2022. Member Williams second. Member Hoffmann amended the motion to approve minutes from October 19, 2022, not the 16t". Member Williams made an amendment to the minutes to include Kari Hoffmann as part of the working group for the kayak/canoe trip. A rollcall vote was taken.
