SUBJECT: PUBLIC ARTS COMMISSION -SPECIAL PUBLIC MEETING OF
AUGUST 7, 2013
RECOMMENDATION:
The City Council (Council) is requested to receive and file actions of the Public Arts
Commission (Commission) from their meeting of August 7, 2013 .
BACKGROUND:
On August 7, 2013, the Commission received six presentations to provide initial
evaluation and critique of preliminary design concepts for Rosemead Boulevard public
art installations. Following presentations, the Commission recommended three artists to
receive contractual agreements to commence final artwork design and fabrication of
four tile mural seating walls, two sculptures and 23 art pavers.
ANALYSIS:
The following is a summary of actions taken at the August 7, 2013 special Public Arts
Commission meeting:

2. CONSENT CALENDAR
The Public Arts Commission approved the minutes from their special meeting of
July 9, 2013.
3. NEW BUSINESS
A. FINAL SELECTION OF ARTISTS FOR ROSEMEAD BOULEVARD
PUBLIC ART INSTALLATIONS
Six artists presented the Commission with preliminary design concepts for
three public art opportunities on Rosemead Boulevard including, four tile
mural seating nodes, two sculptures and 23 art pavers.
Artists Carole Choucair Oueijan (Oueijan) and Christie Beniston
(Beniston) proposed preliminary designs of four tile mural seating walls.
Oueijan presented a detailed series of cultural and historical murals that
depict the community's natural elements, transportation initiatives, and
traditions and activities. Beniston designed a series of mosaics to illustrate
the blossoming of camellias and behavior of parrots throughout the four
seasons. The Commission selected Oueijan for final conceptualization
and artwork fabrication by a 5-2 vote.
Artists Heath Satow (Satow) and Daniel Stern (Stern) presented design
concepts for two sculptures at seating nodes in high pedestrian traffic
areas. Satow's contemporary sculpture design offered a spherical layering
of stainless steel camellias measuring just over four feet in diameter. Stern
presented interactive bronze sculptures of a man and woman holding to
the side of a Pacific Electric "Red" Car Trolley, reaching out to invite
others to catch a ride to Temple City's future. The Commission selected
Stern to refine his design and commence artwork fabrication by a 6-1 vote.
Artists Robin Brailsford (Brailsford) and Jose Antonio Aguirre (Aguirre)
provided preliminary design concepts for 23 mosaic art pavers. Brailsford
presented LithoMosaic pavers that alternate in design between camellia
blossoms and ancient Chinese folklore set to a backdrop of constellations
observable at Mount Wilson. Aguirre proposed creating a series of
individually unique art pavers that frame silk-screened historic
photographs inside a star. The Commission selected Brailsford for final
design and artwork fabrication by a 5-2 vote.
CONCLUSION:
The City Council is requested to receive and file this report.
