Jones Clerk- Treasurer GREENCASTLE COMMON COUNCIL, REGULAR SESSION TUESDAY, FEBRUARY 10, 1998 7:00 P.M. PUTNAM COUNTY LIBRARY The Greencastle Common Council met in Regular Session Tuesday, February 10, 1998, 7:00 p.m. at the Putnam County Library. Mayor Michael called the meeting to order. On the Roll Call, the following were found to be present: Councilor Roach, Councilor Hammer, Councilor Green and Councilor Masten. Councilor Baynard was absent. Also present was City Attorney Trudy Selvia. Councilor Masten asked if everyone would take a moment for the families of the two girls fatally injured last night. Public Petitions and Comments Joy Marley was present to update the Council on Peoples Pathway developments. Mrs. Marley stated that Peoples Pathway will receive a matching grant from the Putnam County Foundation in the amount of $2000.00 at the end of March. Mrs. Marlev stated that the Peoples' Pathway matching portion for the grant consists of in kind services of money and the work of many volunteers. Chris Drewes was present representing the DePauw Bicycle Club and requested approval to close Hanna Street from Locust to College and Locust Street to Olive Street and Olive to College. This surrounds the Performing Arts Center. The race will be held April 4, 1998, The Bicycle Club has already cleared this with DePauw University Security. Motion to approve made by Councilor Masten, seconded by Councilor Hammer. Vote was unanimous. Department Reports Councilor Roach commended the Police Department on speeding tickets written on Shadowlawn after resident complaints. Councilor Roach asked Chief Wood to have his officers tag abandoned vehicles and stated that an organization called Volunteers of America will pick up abandoned vehicles the number to call is 1- 800 - 333 -6331. Councilor Roach also asked that the Police Department enforce Section 8 -20 (c) item 1 of the Code that prohibits people from parking on sidewalks and Section 8 -20 (e) that prohibits people from parking on the wrong side of the street. Councilor Hammer asked if the Police Department was still working on the bicycle and skateboard Ordinance discussed several months ago. ® Councilor Masten asked that the speed limit on Shadowlawm be addressed again along with discussion on replacing the flasher in the school zone. Councilor Masten stated that Shadowlawn is a thoroughfare and we cannot make it a 20 mile an hour zone from College to Arlington. We have two issues - one is speed limit and the other is a flasher or a way to deal with the school zone. Councilor Roach addressed parking lots that have not been paved after the twelve months allowed by ordinance, a Landlord permit to help ensure safe rental property and pregnancy leave for City employees. Cemetery Superintendent Randy Robinson reported that the underground storage tanks have been removed from the Cemetery and preliminary reports show no contamination. Approval of Minutes Councilor Hammer made two corrections to the minutes: 1) January 6, 1998, top paragraph of page two the outcome of the vote was not stated - the vote was unanimous; 2) January 13, 1998, there is no mention of a motion or vote - Councilor Roach made the motion to approve the application for the Housing Authority, seconded by Councilor Baynard. Vote was unanimous. With these corrections, Councilor Masten made the motion to approve minutes from January 1, 1998 Special Session; January li, 1998 Regular Session and January 26, 1998 Special Session. Motion was seconded by Councilor Hammer. Vote was unanimous. General Business • Ordinance 1998 -2, An Ordinance Amending Section 8 -30 of Greencastle City Code Schedule of On- Street Reserved Handicapped Parking Spaces, second reading. Motion to approve made by Councilor Roach, seconded by Councilor Green. Vote was unanimous. Resolution 1998 -2, A Resolution Authorizing Additional Appropriation, was read by Mayor Michael. CT Jones explained that this is for a change order for the ISTEA Sidewalk Project that was approved and completed while Engineer Barnes was still here, but the paperwork has just been processed through the State. Motion to approve made by Councilor Masten, seconded by Councilor Green. Vote was unanimous. Motion to approve City claims made by Councilor Masten, seconded by Councilor Green. Vote was unanimous. Discussion to establish a special non - reverting fund for the police department was withdrawn for lack of information at this time. Mayor Michael discussed a proposal prepared for the City by Valuation Resource Management, Inc. The purpose of an independent appraisal is to be sure the City is insured for the correct amounts in case of a loss. This company was recommended by Rick Bittles. CT Jones handed out a sample Capitalization Ordinance that needs to be passed to go along with this service. ® Councilor Roach asked CT Jones to prepare a Capitalization Ordinance for the Council. An Executive Session was scheduled for February 26, 1998, 6:30 p.m. at City Hall to discuss Economic Development. Mi jhael, Mayor • Pam Jones, Greencastle Clerk Treasurer FROM: Kent Menzel, DePauw Bicycle Club DATE: February 2, 1998 SUBJECT: Approval of Bike Race Our club would like to take a few minutes at the next Council meeting to seek approval of our bicycle race scheduled for Saturday, April 4, 1998, on the streets around the Performing Arts Center at DePauw. This is essentially the same race that we have successfully organized for the last two years and which Council has ® approved. We do have concerns about the present state of Hanna street between Locust and College. The west end of this section would present a danger to our racers (as it does for drivers every day). We wonder if there are plans to repair this section. We have already cleared the race with the DePauw Police and the university's schedule. Attending the meeting will be club members Chris Drewes and Charlie Warner. NOW THEREFORE be it ordained by the Common Council of the City of Greencastle. Indiana. as follows: Section 1. There is hereby established a special non - reverting capital fund created for the purpose of acquiring land or making improvements for increasing City Police protection from which expenditures may be made by appropriation by the Common Council of the City of Greencastle. Section 2. The non - reverting capital fund shall be funded from monies and fees procured from the application and receipt of R.I.C.O. funds, 0m6e QQSS /BCE /7J�G� that $5,000 shall be taken from general fund / year -end • cash balance and placed in the non - reverting capital fund. Section 3. This ordinance shall be in full force and effect from and after its passage as approved by law.
