Wooten Hangar: After discussion, Fereday moved to
recommend that the city extend a lease to Tom Wooten
and to approach Beck, Anderson and Wooten for
assistance in extending the water line to ensure fire
fighting capability along the east property line of
the airport. (The main extension prohibition will
need to be discussed.) Lyn Clark seconded and the
motion carried.
Hangar Platting/Airport Survey: The committee
recommended that a state -local grant for this work be
submitted immediately (50:50 match). They asked staff
to further discuss the matter with Toothman-Orton
Engineering Services, suggested a fee and moved the
item to the next agenda.
Airport General Services Agreement: After discussion,
Lyn Clark moved to recommend that the city continue
the General Services Agreement for Airport Services
with Toothman-Orton Engineering for one year, that the
agreement be reviewed after one year and that the
Mayor be directed to write a letter to the firm
commending their excellent service.
Airport Fuel Increase: Referred by City Council,
after discussion, this matter was discussed at length.
Clark moved to recommend that the increase of one cent
fuel tax could be supported, if funds were prioritized
for high activity airports. Work at the Weiser and
Craigmont airports were viewed as wasteful
expenditures of federal and state dollars.
The priorities should be high use commercial airports,
high use general aviation facilities and high use
recreational airports.

Dear Bud:
On January 17, 1989 I submitted a review of our Airport General
Services Agreement work for the preceeding one year. This review
established that substantial work was accomplished under that
agreement and that an adjustment in the monthly retainer was war-
ranted. The contract was subsequently revised and approved on
October 18, 1989. Until October 1989 we were compensated at
$200.00 per month. From October 1989 to the present we are being
compensated at $350.00 per month. It is appropriate to review
work performed since the last evaluation and assess if adjustment
to the contract is warranted.
Bill Statham and I have reviewed our relevant project files and
have identified the following work tasks. These tasks required
significant effort and therefore were identified with individual
job files. Miscellaneous calls and similar items are not identi-
fied in our records. The majority of these items were "unantic-
ipated".
Work Items 2/89 to 11/90
(20 month)
1. Review and Comment on Airport Administrative Documents -
Lease Agreements, ordinances, and minimum standards.
2. Commuter Service and Essential Air Service research and
coordination.
3. Displaced Threshold evaluation.
4. Approach & Departure from R/W 16 and relationship of school
location. Evaluate possible conflicts with FAA Standards.
5. Unicom Radio Research & Grant Application for Idaho Bureau of
Aeronautics.
6. Fuel Storage location analysis.
7. Respond to Jeppeson and Jane's Airport Directory
Questionnaires.
8. Reevaluate ALP Based on New FAA Standards published in 1990.

9. Hangar lot layout grading and site planning adjacent to
E-W & N-S taxiways.
10. Develop airtanker parking plan along west side of USFS
taxiway near R/W 16.
11. Additional layout and drafting on "Ultimate" Development
Plan for the Airport.
12. Lease Rate Study for evaluation of rate adjustments.
13. Assist in AWOS system evaluation and coordination of
repairs.
14. Meeting attendance and general coordination.
During this time period Bill and I have a combined total of 182.5
hours which is an average of 9.1 hours per month. There is also
a block of hours for drafting work in items 9, 10 and 11 which I
have not broken out. I believe there is roughly 30 hours in
drafting. We had previously used 4 to 5 hours per month as a
rule of thumb for the $200/mo. fee. Adjusting this to reflect a
$350.00/mo. fee results in an average of 7 to 8.75 hours per
month. Our actual time per month is somewhat higher than this
range but certainly within limits acceptable to us. A signifi-
cant amount of time has been expended to date and more is antici-
pated relative to hangar layout and planning of other improve-
ments in the vicinity of the new taxiways.
Based on this analysis it is our opinion that present contract
terms are fair to both parties and request continuation of our
existing agreement.

Pursuant to your request, I have defined the need and evaluated
alternatives for providing a "Plat" of the Airport, particularly
the hangar lease site area.
This evaluation was deemed necessary as a result of requirements
of lending institutions who may be asked to finance hangar con-
struction at the Airport. I have discussed this issue with Gor-
don Colburn and have concluded that a legally recordable survey
document, "plat", which provides precise descriptions of land
parcels, is necessary to support title insurance policies for
loans.
The Airport Layout Plan (ALP) is not a survey document or plat,
it is merely a planning document which demonstrates relative lo-
cations of features and services.
Once the need for a plat was established, I investigated methods
of preparing a suitable plat in a simple, cost-effective manner.
The finished product must meet legal requirements, provide ade-
quate information to meet immediate needs, and be readily modi-
fied as future needs evolve.
The following is considered to be the best approach to accomplish
the above.
1. Prepare a Record -of -Survey for the Airport outer
boundary. Tom Kerr has informed us that he has most of
the necessary information and could accomplish this work
for $2500 to $3000.
2. Prepare a plat based on the above Record -of -Survey which
establishes 3 larger blocks i.e. the area East of the
N.S. Taxiway, the area South of the E-W Taxiway, and the
remainder of the Airport. The first two blocks would
further be described as lots and parcels. Toothman-
Orton could accomplish this work for an estimated
additional cost of $3000 to $3500.
Total cost for a suitable plat is therefore in the range of $5500
to $6500.

I believe only a small amount of field work is required to accom-
plish the above work. This work might be accomplished during the
winter months. We are at present investigating two possible
means of funding, which are, a State -Local matching grant and
inclusion in the Pre -Application which is now before the FAA as a
reimbursable item in the next grant project. I will let you know
when I have received answers to these questions.
I encourage the City to pursue accomplishing this work as it ap-
pears to be an important factor in accomplishing hangar construc-
tion at the airport. Perhaps if the City "fronted" the cost it
could be gradually recouped through a "fee" associated with the
individual lot lease? This may warrant some consideration by the
Advisory Committee.
I hope this brief report provides the necessary information re-
quested. I look forward to discussing this further with you in
the near future.

Idaho aviation needs your help.
Support is needed for a one -cent increase in Idaho's aviation fuel
tax. The increase will provide a modest increase in revenue to
your state aeronautics account. The Bureau of Aeronautics is
requesting a revenue increase to provide gddiiiQagi ,financigl
grania i4 islah2_a aitaaria .
The last major funding increase into the Aeronautics account was
in 1972, when the aviation fuel tax was increased by one cent.
In the nearly twenty years since that increase, inflation has
seriously eroded the spending power of these fuel tax revenues.
This one -cent proposal failed last year; however, the prospects
for success look better this year. The recent increases at the
national level may interfere with our proposal, but our needs
were identified well over a year ago and still exist.
I'd like your group to consider supporting this needed proposal.
