Pulido, City Manager~ By: Mark Persico, AICP , Co ~unity Development Director SUBJECT: FIRST AMENDMENT TO AGREEMENT FOR CONSULTANT SERVICES WITH TRANSTECH ENGINEERS, INC . FOR BUILDING CODE ADMINISTRATION AND PUBLIC WORKS I ENGINEERING SERVICES RECOMMENDATION : The City Council is requested to review and approve a three year contract extension with Transtech Engineers, Inc. to provide consultant building code administration and public works I engineering services (Attachment "A"). BACKGROUND: 1. Since 2007, Temple City has used a private engineering firm for consultant building plan check services. 2. On November 23, 2011, in order to assure that the City was receiving competitive rates and the best service, staff circulated a request for proposal (RFP) to re-bid the contract for consultant building plan check services. 3. On December 6, 2011, the City Council approved a Consultant Services Agreement with Transtech Engineers, Inc. (Transtech) to provide building and public works plan check services for the City through June 30 , 2012 (Attachment "B"). 4 . On June 19, 2012 , the City Council approved a one year (i.e., June 30, 2013) extension of the Consultant Services Agreement with Transtech as part of the annual service agreement approval process. City Council September 3, 2013 Page 2 of 2 ANALYSIS: Over the past year and a half, Transtech has developed an understanding of the City's organizational culture and an understanding of our processes and procedures. Staff believes that this continuity has been an asset to the residents, construction community and City staff. Additionally, using an outside consultant allows the City the flexibility to call on additional resources as the need arises. Under the terms of the existing contract, Transtech receives 55% of the total fees paid to the City by contractors or homeowners for building plan check services. Building inspection services are provided by in-house City staff and the City retains all of the fees that contractors or homeowners pay for building permits. It should be noted that "building plan check and building permits" also includes plan check and permits for mechanical, electrical and plumbing. Both public works plan check and inspections services are performed by Transtech, and those services are billed on a time and material basis. The compensation rates under the contract extension will not change, but the amendment clarifies the fact that the City shall receive a credit for plan check services that are provided in house. Transtech rates are within industry standards and the credit for in- house plan check saves the City approximately $20,500 annually. CONCLUSION: The City Council is requested to approve a three year contract extension with Transtech Engineers, Inc. through June 30, 2016. Staff is recommending the contract extension because we believe the benefits of a three year extension are significant from a continuity of service perspective. FISCAL IMPACT: On June 4, 2013, the City Council approved the Fiscal Year (FY) 2013-14 City Budget, which included $210,000 ($160,000 for building services #01-930-54-4231 and $50,000 for engineering services #21-960-71-4239) for outside consultant services which are off- set by permit fee revenues.
