May 4th, 1934. The regular meeting of Council called for 4 :00 P. IL, was not held d to the lack of a quorume k of Council. Mayor. Savannah Beach, Tybee Islands ua. May 7th, 1934. A regular meeting of Council was held today at 4:00 F. and was attended by Mayor Lewis who presided and Councilmen Logan, Sharpley, Blumenthal, Cann and Righton. The minutes of the meetings og April 6th, 23rd and 30th were read and adopted.. Mr. Sam 'Blumenthal petitioned that the assessments on the'improvements on this property on Lot 5, Ward 6 were too high and requested a reduction of 32,500.00. After some dis- cussion, it was moved and seconded and passed that the reduc- tion be granted. (Mr. Blumenthal did not vote on the motion.) As there was no further business to come before the old board before its retirement, Mayor Lewis thanked the Members of Council for their splendid co- operation and support during his tenure of Office and said that without their help,a±id gui- dance, he would not have been able to have carried on. Councilman Cann, speaking for the Members of the board, presented Mayor Lewis with a present and in doing so said that he wanted the Mayor to accept the gift as a little token of appreciation from the Members of Council for the pleasure it gave them to be associated with him in conducti$# the af- fairs of the Town,as efficiently as he had. There being no further business Council adjourned. 0000000 0000000 133. 134 Immediately after the adj ourment of the old Board, Mayor Lewis retired and escorted Mayor-elect O. E. Bright to the Chair where Judge John Rourke Jr., administered the following oath to him; I, Orrie E. Bright, do solemnly swear that I will faithfully and honestly perform the duties of Mayor of the Town of Savannah Beach, Tybee Island, Ga., to the best of my skill and ability without favor or affection, SO HELP Mg GOD; After which the Mayor called Council to �order, those present being Councilmen Logan, Sharpley, Blumenthal, Cann and Righton. Judge Rourke then administered the following oath to Councilmen Logan, Sharpley, Blumenthal, Cann and Righton; I, V. G. Logan, H. F. Sharpley-, Sam Blumenthal, J. Ferris Cann and H. Y. The Mayor thanked Judge Rourke for attending the meet - ing and swearing in the different Officers. Judge Rourke then retired. It was moved and seconded and passed that Councilman Cann be elected Chairman of Council.' It was moved and seconded and passed that Councilman'' Logan be elected Vice- Chairman of Council. It was moved and seconded and passed that the salary of the Clerk of Council and Ex- officio Treasurer be fixed at $141.67' per month. On motion mOde4and seconded and passed, Henry M. Buckley was elected Clerk of Council and Ex- officio Treasurer. It was mateckand seconded and passed that the salary of the Chief of Police and Ex- officio Tax Collector be fixed at $100.00 per month. On motion matieland seconded and passed A. L. Hildrie.th was elected Chief of Police and Ex- officio Tax Collector. It was maIeand seconded and passed that the annual fee to be pad to the Town Attorney be fixed at $250.00. It was; moved and seconded and passed that F. P. Mclntire be elected Town Attorney. It was moved and seconded and passed that the salary of the Supt of Public Works be fixed at $125.00 per month. The Mayor appointed W. J. Bryan as Supt. of Public orks subject to the approval of Council. It was moved and seconded and passed that the appointment of the Mayor be con- , firmed. It was moved and seconded and passed that Councilman H. Y. Rilghton be appointed Chairman of the Sanitary Board. It was moved and seconded and passed. that Dr. Conrad Kinyounj', be appointed Health Officer. • It was moved and seconded and passed that D. B. McCracken be appoi ted Electrical Inspector. It was moved and seconded and passed that the Mayor's salary be fixed at $50.00 per month. It was moved and seconded and passed that no Recorder be elected but that the Mayor do the duties of the Recorder. It was moved and seconded and passed that upon the completion of the new parking area between 17th and 18th Ste., that the selling of tickets for the parking areas be done at the 14th Street entrance and the 16th Street entrance thereby doing away with the method as now used on the automobile road near Campbell Street. It was the consensus of opinion of Council that in the collection of licenses for doing business in the Town, that discretion should be used but that at least half of the total amount Of the license should be paid at the commencement of businesa and the balance should be paid by at least June 15th. T1.e Mayor appointed Councilmen Logan,. as Chairman,. and Righton' and himself, a committee to call on Colonel Abrahamson at Fort,Screven with a view to borrowing some of the equip- ment atIthe Post. It was moved and seconded and passed that the following resolution be passed; RESOLUTION RESOLVED by the Mayor and Councilmen of Savannah Beach, Tybee Island, Ga., in regular meeting assembled, that the State Highway Board of Georgia is urgently requested to pass a resolution authorizing the Division Engineer of said Board too mak a ogfextending State. Highway Route No. 20, :�$rHighway presen °ie minus at chimney Creek on said Tybee Island to the 136 roil Western boundary of that public domain upon said Island, known as the Strand, at the intersection with Sixteenth Street, through and upon those public highways known as First Avenue, Butler Avenue and Sixteenth Street, Savannah 15each, Tybee island, Georgia. BE IT FURTHER RESOLVED that, as the Strand borders upon the Atlantic Ocean, the extention of Route 80, as herein des- cribed, will not only be of great benefit to the people of the State of Georgia, but will carry out the original plan and con ception of Route 80, by having said Route extended to the Atlantic Ocean, BE IT FURTHER RESOLVED that this body stand ready to comply with, or cause to be complied, with, all things necessary to put the public highway above mentioned in such condition as will enable said State Highway Board to take over such high- way. It was moved and seconded and passed that a 20 foot driveway, extending eastward from the western side of the Strand be isle opened to permit therpassagg ot:vehicles with- out the collection of the charge for the use of the parking space, this to be separated from the parking space by the erection of a fence the length of the parking area. It was moved and seconded and passed that the follow- ing resolution to Judge John Rourke Jr., be adopted. RESOLUTION BE IT RESOLVED by the Mayor and Councilmen of Savannah Beach, Tybee Island, Ga., in regular meeting assembled that this body for itself and on behalf of all of the residents of Savannah Beach, Tybee Island, Ga., does express its thanks and warm appreciation to the Honorable John Rourke, Judge of the Superior Court of Chatham County, Ga., for the interest, aid and help so willingly given by him whenever called upon. BE IT FURTHER RESOLVED by the authority aforesaid that a copy of this Resolution, as the same appears of record . upon the minutes of Savannah Beach, Tybee Island, Ga., be sent to the Honorable John Rourke. It was moved and seconded and passed that the follow - ing resolution providing that the parking spaces be extended from 17th to 18th Streets, be adopted. RESOLUTION e. RESOLVED by the Mayor and Councilmen of Savannah Beach, Tybee Island, Ga., in regular meeting assembled, that the pre- sent bulk -head, board walk and parking space be extended from the south line of Seventeenth Street to the south line of Eighteenth Street, both in Savannah Beach , Tybee Island, Ga.; the said board walk and parking space so extended to occupy the width of that public domain known as the Strand. BE IT FURTHER RESOLVED that the construction thereof be started immediately and that the cost thereof be borrowed by Savannah Beach, Tybee Island, Ga., from Mr. Samuel Blumenthal 1 1 of Savannah Georgia, and evidenced by a demand note or notes of Savannah Meech, Tybee Island, Ga., payable to the order of said Samuel. Blumenthal, and bearing such rate of interest as shall be determined by the Mayor of Savannah Beach, Tybee island, Ga., and Mr. Samuel Blumenthal., and that the Mayor of said Town, under the seal of Savannah Beach, Tybee Island, Ga., attested by its Clerk of Council, is hereby authorized to execute, in the name of Savannah Beach, Tybee Island, Ga., such note or notes. BE IT .Fu±THER RESOLVED that said not or notes be discharged by application, upon Monday of each week following the borrowing of the money from said Samuel Blumenthal, fifty percent of the gross receipts received by Savannah Beach, Tybee Island, Ga., during the preceeding week from the parking of automobiles and other vehicles. BE IT FURTHER RESOLVED that such sum of fifty percent of the total receipts so received, be and the same is hereby appropriated by the Mayor and Councilmen of Savannah Beach, Tybee Island, Ga., from the Treasury of said Town to be applied as herein specified. It was moved and seconded and passed that the following Ordinance be adopted. ORDINANCE AN ORDINANCE to be entitled - An Ordinance to make it unlawful after July 1st, 1934, to park any automobile or other vehicle within the area hereinafter designated, except for the time hereinafter specified, to provide penalties for the infraction of the provisions of this ordinance and for other purposes. SECTION 1 -► BE IT ORDAINED by the Mayor and Council- men of Savannah Beach, Tybee. Island, Georgia, inregular meet- ing assembled, that from and after July 1st, 1934, it shall be unlawful for any Person, firm or corporation to park or permit to be parked any automobile or other vehicle, for a period of more than thirty minutes, and between the time of o'clock and o'clock, within that area of the corporate limits of Savannah Beach, Tybee Island, Georgia, bounded on the North by the north line of Fourteenth Street, on the East by the Western line of that Public domain known as the Strand, on the South by the South line of Eighteenth Street and on the West by the West line of Butler Avenue. SECTION 2 - BE IT FURTHER ORDAINED by the authority aforesaid that any infraction or violation of this ordinance, upon conviction before the Mayor's Court of Savannah Beach, Tybee Island, Georgia, shall be punished by a fine of not exceeding $100.00, and by imprisonment of not exceeding thirty da's, either or both or both or any portion of either or both in the discretion of the judge presiding. SECTION 3 - BE IT FURTHER ORDAIN by thy aiiehority 138 aforesaid that any and all other ordinances in conflict with this ordinance, be and the same are hereby repealed. A special meeting of Town Council was held today in the City Hall of Savannah at 12 Noon and was attended by Chairman of Council Cann, who presided, and Councilmen Blumenthal, Logan,,-Righton and Demers.. Also Town Attorney McIntire. The purpose of the meeting was to elect a success- or to Dr. Kinyoun, who was appointed Health Officer and who declined to serve and asked to be relieved. On motion made and seconded, it was moved that the resignation be accepted. After some discussion, Councilman Righton moved that Dr. V. H. Bassett be appointed Health Officer and Councilman Blumen- thal seconded and the motion passed unanimously. A spacial meeting of Council was held today at 4 P. Me and was attended by Mayor Bright who presided and Councilmen Cann, Blumenthal, Righton and Town Attorney McIntire, and Ir. A. F. Solms. Refering to the appointment of Dr. V. H. Bassett as Health Officer, the Mayor informed Council that as the Mayor was empowered to appoint the Health Officer, he would make this appointment at a later date. Mr. H. C. Foss of the Savannah Electric Company, offered to give a number of chairs that had formerly been used in Street Cars. The matter was refered to Councilman Logan
