HomeMy Public PortalAboutJFOCP 2007-06-28 J COMBINED TREATMENT FACILITY MANAGEMENT PLAN From attending the JFOC Meeting on March 29 I formulated the opinion that a management plan for Winter Park West Water Sanitation District to operate the Treatment Plant will have to include the strengths that our District will bring to the table as the managing agency. Besides a comprehensive plan for plant operations, plant accounting and plant administrative needs, the Treatment Plant Management Plan will have to begin with a strong opening argument as to why we are the best choice for the Plant Manager position. The positive points in our favor are the following: 1) We are the least likely District to be dissolved 2) Our Manager and our Board focus solely on water and sanitation issues, so the Plant issues will never take a second seat to the myriad of issues that the Towns have to deal with 3) We have three (3) existing employees with State Wastewater Treatment Licenses who can provide back -up for the Plant employees 4) We have a management structure that has all employees answering to the Manager who answers directly to the Board of Directors 5) We have 1,400 sq. ft of office area to expand into and a heated four bay shop for maintenance work. This facility is located closer to the Plant than any other District or Town facility 6) We have the only District Attorney who is not conflicted out of JFOC issues 7) I estimate that the JFOC Management costs could range from $34,812 to $47,000 per year. We are presently spending $42,633 per year. This estimate is based on fixed office costs, fixed accounting costs and a weekly labor demand that ranges from 12 to 18 hours of work per week. The administration of the plant will become the responsibility of the District Manager and the District Assistant Manager. With duties split between those two positions, no single employee will be overly burdened by the plant administration. A breakdown of responsibility would give the District Manager oversight of the Plant Superintendent and Plant Operator, daily operations, budget, investments, capital improvements, contractual agreements, approve expenditures and public relations. The Assistant Manager will oversee the JFOC meetings (schedule, agenda, minutes, etc.), correspondence, purchasing records, payroll, bookkeeping, banking, accounts receivable and accounts payable. The accounting, while being overseen by the Assistant Manager, will be handled by a separate accounting firm. We will have separate bank accounts for the Joint Facility. These accounts will be for operations, plant capital reserve and O &M capital reserve. A separate accounting firm will also handle payroll for the plant employees and produce quarterly financials with an accurate record of the reserve accounts. The plant operations will be controlled by the Plant Superintendent. This position will be held by someone with at least a B License in Wastewater Treatment through the Colorado Water and Wastewater Facility Operator's Certification Board. The Plant Superintendent will be responsible for the daily operations of the plant, supervision of Plant Operators and all on call coverage. With the existing size of this wastewater facility, only one other Plant Operator will be necessary to employ at this time. On call coverage will be assisted by the three licensed wastewater Operators who are presently working for the District. The Plant Superintendent will be responsible for all testing required by the Discharge Permit and the monthly reports required by the Colorado Department of Public Health and Environment. Plant employees will work solely at the treatment plant and will have no responsibilities in the District. If a District Operator works at the plant, his/her time will be attributed to plant expenses and they will receive a separate payroll check from that account. This structure will create accountability with the financial accounts and give the plant employees accountability to a Manager who is accountable to a Board of Directors.
