HomeMy Public PortalAbout90-054RESOLUTION NO. 90-054 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON CONCURRING WITH THE MEMBERSHIP OF LOS ANGELES COUNTY INTEGRATED WASTE MANAGEMENT TASK FORCE. THE CITY COUNCIL OF THE CITY OF CARSON DOES HEREBY FIND, DETERMINE, ORDER AND RESOLVE: Section 1. Section 41000 of the California Public Resources Codes requires the City of Carson to prepare a Source Reduction and Recycling Element by July 1, 1991, for incorpora- tion into the County Integrated Waste Management Plan. Section 2. Section 40950 of the California Public Resources Code mandates that each county and the cities within that county convene a task force to assist in coordinating the development of cities and the county source reduction and recycling elements and the county integrated waste management plan and its countywide siting element. Section 3. The membership of the task force shall be determined by the County Board of Supervisors and a majority of the cities within the county which contain a majority of the population in the county. The membership of the task force may include representatives of the solid waste industry, environ- mental organizations, general public, special districts, and affected governmental agencies. Section 4. The task force is to ensure a coordinated and cost-effective regional recycling system to: 1. Identify solid waste management issues of countywide or regional concern; 2. Determine the need for solid waste collection systems, processing facilities, and marketing strategies that can serve more than one local jurisdiction within the region; 3. Facilitate the development of multi - jurisdictional arrangements for the marketing of recyclable materials; and 4. To the extent possible, facilitate resolution of conflicts and inconsistencies between or among City source reduction an recycling elements. Section 5. The task force shall develop goals, policies, and procedures which are consistent with guidelines and regulations adopted by the California Integrated Waste Management Board to guide the development of the countywide siting element of the county integrated waste management plan. Section 6. The Los Angeles County Solid Waste Management Committee, which was formed in October 1983, pursuant to Title 20 of the Los Angeles County Code, Chapter 3.67, is currently responsible for coordination of the solid waste management planning effort on a Countywide basis. Section 7. The membership profile of the Los Angeles County Solid Waste Management Committee meets the local task force requirements. Section 8. The Los Angeles County Board of Supervisors has designated the membership profile of the Los Angeles County Solid Waste Management Committee (attached hereto as Exhibit 900416 Lj 1680142 0 Resolution No. 90-054/Page 2 of 2 "A") as the County Integrated Waste Management Task Force on February 27, 1990. Section 9. The City Council of the City of Carson concurs with the Los Angeles County Board of Supervisors in this designation pursuant to Section 40950(b) of the California Public Resources Code.
