SUBJECT: PLANNING COMMISSION ACTIONS -MEETING OF AUGUST 27, 2013
RECOMMENDATION:
The City Council is requested to receive and file actions of the Planning Commission
from their meeting of August 27, 2013.
BACKGROUND:
On August 27, 2013, the Planning Commission held their regularly scheduled meeting.
ANALYSIS:
The following is a summary of actions taken at the August 27, 2013 Planning
Commission meeting:
1. ROLL CALL:
Present: Commissioner - Curran,

Absent: Commissioner - O'Leary
Excused: Commissioner - None
2. CONSENT CALENDAR
Horton, Vice -Chairman Leung, Chairman
The Planning Commission approved the minutes as amended from their special
meeting of August 12, 2013.

4. NEW BUSINESS
A. The Planning Commission recommended that the City Council approve a
Zoning Code Amendment to amend Article E (Site Plan Review and
Congestion Management) of Chapter 1 (Zoning Code) of Title 9 (Zoning
Regulations) of the Temple City Municipal Code to create a discretionary
Site Plan Review process. The proposed Zoning Code Amendment is in
response to complaints that staff has received from residents who are not
noticed of changes in their neighborhood. Additionally due to the 2008 -
2014 Housing Element, the requirement of a Conditional Use Permit has
been removed for Multi -Family housing. The Zoning Code Amendment
would carry five findings for approval in the following categories: Major Site
Plan Reviews; Minor Site Plan Reviews; and Zoning Clearances. Major Site
Plan Reviews would require a Public Hearing, Minor Site Plan Reviews shall
be approved by the Community Development Director, and Zoning
Clearances would be approved over the counter.

D. UPDATE FROM THE COMMUNITY DEVELOPMENT DIRECTOR
Mark Persico announced a special meeting regarding the Brown Act to take
place August 29, at 7 p.m, in the City Council Chamber. He also announced
that foundation permits for the Gateway Project are targeted to be issued within
a week.
E. ADJOURNMENT
The Planning Commission meeting was adjourned at 8:36 p.m.
