April 28, 2009 Special Meeting
Minutes
1. CALL TO ORDER AND ROLL CALL
Chairman Rick Fereday called the meeting to order at 8:04 am. Members present were: Don
Bailey, Rick Fereday, Tony Nash, John Watkins, and Rick Winkeller. Claudia Delaney and
Lynne Westerfield were absent.
Also present were: Tim Swanson, Interim Public Works Director; and Lorraine Brush,
Administrative Assistant Public Works.
Mr. Fereday welcomed new member Rick Winkeller to the Board.
2. ENGINEERING SOQs - REVIEW AND SELECTION
There was discussion of the four engineering firms that were interviewed at the 4/21 /09 Urban
Renewal meeting: CH2M Hill, Keller Associates, Secesh Engineering, and T-O Engineers. After
much discussion, the Board ranked the four firms. It was agreed that Rick Fereday, Rick
Winkeller, and Claudia Delaney would meet with the selected firm to negotiate a contract.
Mr. Watkins moved to select CH2M Hill, Keller Associates, Secesh Engineering, and T-O
Engineers, in that order, and to proceed to negotiation in that order. Mr. Nash seconded the
motion. In a voice vote, all members voted in favor. MOTION CARRIED.
Mr. Fereday will contact CH2M Hill to set up a meeting to negotiate a contract, and will notify the
Board once a proposed contract is ready for Board approval. A special Urban Renewal Board
meeting will be scheduled at that time, so that the Board can consider the proposed contract
prior to the next regular Board meeting on May 19tn
3. OTHER BUSINESS
Mr. Bailey advised the Board that there have been proposals to create a second Urban Renewal
District, with boundaries roughly along Hwy 55 from Park St. to Krahn Lane. A study was done
by CH2M Hill in 2006. Mr. Bailey noted that if this District would be created this year, the City
Council would need to begin the process soon. Board members that support the creation of
such a district should contact City Council members. There was a discussion about the pros and
cons of this proposed Urban Renewal District.

4. ADJOURNMENT
Mr. Watkins moved to adjourn the meeting. Mr. Nash seconded the motion. In a voice vote, all
members voted in favor. MOTION CARRIED. The meeting was adjourned at 9:55 am.
