GREENCASTLE COMMON COUNCIL
REGULAR SESSION
TUESDAY, MARCH 10, 1998 7:00 P.M. PUTNAM COUNTY LIBRARY
The Greencastle Common Council met in Regular Session Tuesday, March 10, 1998, 7:00 p.m.,
at the Putnam County Library. Mayor Michael called the meeting to order. On the Roll Call, the
following were found to be present: Councilor Roach, Councilor Hammer, Councilor Green and
Councilor Masten. Councilor Baynard arrived at 7:35 p.m. Also present was City Attorney
Trudy Selvia.
Public Petitions and Comments
There were no Public Petitions and Comments.
Department Reports
There were no additions to Department Reports.
Approval of Minutes
Motion to approve minutes from February 10, 1998 Executive Session, February 10 1998
Regular Session; February 17, 1998 Special Session and February 26, 1998 Executive Session,
was made by Councilor Roach. Councilor Hammer made a correction to February 10, 1998
minutes, stating that People Pathways received a $20,000.00 grant, not a $2,000.00 grant.
Councilor Roach accepted the correction and the motion was seconded by Councilor Green.
Vote was unanimous.
General Business
Mike Cline and Eric Smith from Hannum, Wagle and Cline were present to update the Council
on the Wastewater Treatment Plant Study. Mr. Cline stated that there are five facts that they
have developed since starting the study in June 1997. These facts are:
1. Zero bypasses are allowed by MEM. The City has had 102 bypasses in a 12
month period.
2. The current plant is nearing capacity.
3. Greencastle is growing and will continue to grow.
4. This plant could continue to operate for the next 10 -15 years, but will need
another plant to help with flow.
5. Locating and correcting leaks in the sewer system is advisable.
IV Mr. Cline further stated that they have come to three conclusions based on the five facts. These
are:
1. More wet weather capacity is needed.
2. More dry weather capacity is needed.
3. A new sewer interceptor is needed to allow for continued growth and to relieve
existing sewers during peak flow periods.
Mr. Cline also addressed preliminary Project Implementation Schedule that he gave to the
Council that outlines dates for certain projects to be completed. Status of on going projects at
the Wastewater Treatment Plant include replacing filter media and telescoping valves, effluent
flow meter and checking into funding sources for projects to come.
Councilor Baynard entered the meeting at 7:35 p.m.
Motion to close streets for DePauw Commencement on May 23, 1998 and for practice and set up
on May 22, 1998 as submitted made by Councilor Masten, seconded by Councilor Hammer.
Vote was unanimous.
Ordinance 1998 -3, An Ordinance Amending Section 10 -15 of the Greencastle City Code, first
reading, motion to table made by Councilor Masten, seconded by Councilor Roach. Vote was
unanimous.
Resolution 1998 -7, A Resolution Authorizing Additional Appropriation, motion to approve
made by Councilor Roach, seconded by Councilor Hammer. Vote was unanimous.
Councilor Masten made the motion to approve City claims, seconded by Councilor Roach. Vote
was unanimous.
Resolution 1998 -8, A Resolution Establishing Channel 2 Public Access committee and
Designating Funding for Public Access, motion to waive reading made by Councilor Masten,
seconded by Councilor Hammer. Vote was unanimous. Mayor Michael explained this
resolution replaces Resolution 1998 -3 with two modification the school board wanted to include.
The first modification is in 1(c) stating that the committee is to be set up within 90 days and 48
that changes the review process to annually instead of every three years. Motion to approve
made by Councilor Masten, seconded by Councilor Green. Vote was unanimous.
Mayor Michael thanked Leslie Hansen with the League of Women Voters for taping the Council
meetings.
Mayor Michael stated that Bonar will help with an Open House/ Reception for the new water
plant. We need to allow the public to see this new facility. It was agreed that a date will be set
in May.
Council Comments
Councilor Masten formally announced that resume's will be accepted in the City Clerk's office
until April 14, 5:00 p.m. for persons interested in the school board position. Once applications
® are reviewed, short interviews will be scheduled. Announcement of the successful candidate
will be made at the May Council meeting.
Being no further business Councilor Roach made the motion to adjoum, seconded by Councilor
Masten. Vote was unanimous.
