1. Effinger Hangar Lease: Duke Effinger has requested a
lease for Lots 3C & D under the same terms and conditions
as extended to Anderson and Beck. After discussion, Clark
moved to approve the lease, Wolf seconded and the motion
carried.
2. Manchester/Scott Sublease: Terms of a proposed
agreement between Scott, Manchester and the city were
reviewed (attached). After discussion and review of the
documents, the committee recommends that the terms
presented were acceptable and that the Council take all
actions necessary to secure this or a similar agreement.
Clark moved the recommendation, Wolf seconded and the
motion carried.
3. USFS Operating Agreement: An amended agreement was
proposed, triggering the 5 year COLA (Cost of Living
Adjustment) and an increase in the revenue due to the
airport from $17,000 per year to $20,507.10 per year
(attached). Wolfe moved to recommend adoption of the
agreement. Clark seconded and the motion carried.
4. Airport Inspection: The Bureau of Aeronautics
inspection noted the problem with, the stabilizing bars
attached to the runway lights. After lengthy discussion of
alternatives, the Committee recommends that due to
liability concerns, the bars be removed and additional
funds be allocated in FY 91-92 for repair and maintenance
of the lights. No motion was made but the committee
consensus was as above.
5. Status Reports:
a. Fuel tax increase: The letter from the Bureau of
Aeronautics was noted (attached).
b. AWOS: The equipment has not been returned to service
to date due to problems with test equipment sent by the
manufacturer.

This lease, made and entered into this day of ,
1991, by and between the City of McCall a municipal
corporation of the State of Idaho, hereinafter called the
Lessor and Jack Magee, hereinafter called the Lessee.
WITNESSETH:
WHEREAS, the McCall Municipal Airport has vacant land to rent
and lease and
WHEREAS, this asset, whenever possible, should be made to
produce income for the Airport Fund and
WHEREAS, the uses must be compatible or, at least, not
interfere with the mission of the fund to provide safe air
transportation and aircraft ground activity for pilots,
aircraft, and the public,
NOW THEREFORE, in consideration of the mutual covenants and
conditions hereinafter set forth, it is hereby agreed as
follows:
SECTION I: DESCRIPTION, RIGHTS AND PRIVILEGES OF LESSEE,
RENEWAL, AND RENT
A. Description of premises: An undescribed parcel
measuring 95' by 150', totaling 14,250 sq. ft. on the
McCall Municipal Airport together with ingress and
egress to and from the leased area. The area leased is
depicted on Exhibit C and is identified as Lot 3C and 3D
(Lots C & D, Block 3).
B. Rights and Privileges: The Lessee shall have the rights
and privileges following to wit:
The use of the land as a tenant for the lease term.
C. Term: The term of this lease shall be twenty (20)
years, commencing July 1, 1991 to 2011.
D. Renewal: This lease is renewable under the same terms
and conditions up to 40 years.
E. Rent: The annual rental rate of 5.3 cents per square
foot for bare ground for 9750 sf and 10 cents for land
covered by buildings and structures for 4500 sf totaling
$966.80 is due and payable in advance upon execution of
this lease. City Council Resolution 10-90 governs
rental rates and rate adjustments which is attached
hereto as Exhibit D. The lease rate shall be adjusted
by an annual CPI adjustment. It is agreed that there
will be no adjustment to the base rate except the
CPI adjustment above, until and unless the city further
improves the lease areas with a paved street and parking
areas similar to that shown on the AIRPORT LAYOUT PLAN
prepared by Toothman-Orton engineering Company 1/17/90,
and with water, sewer and electrical services.
SECTION II: GENERAL CONDITIONS
The Lessee shall be subject to and governed by the General
Conditions for airport leases adopted and approved on June
23, 1988.
The Lessee shall also be subject to the "Minimum Standards
for Private Uses or Commercial Operations" as adopted by the
McCall City Council on June 28, 1990, insofar as they do not
conflict with the "General Conditions for Airport Leases"
adopted and approved on June 23, 1988.
SECTION III: SPECIAL CONDITIONS
The Lessee shall be subject to such Special Conditions as are
listed on Exhibit B, attached hereto.

SPECIAL CONDITIONS
AIRPORT TENANT LEASE
CITY OF McCALL, LESSOR
DUKE EFFINGER
1. The insurance requirements of the General Conditions,
Exhibit A, is altered to provide owners, landlords and
tenants insurance with a minimum limit of $500,000 CSL
(Combined Single Limit).
2. The City will not plow snow on the private taxiway
created by this lease.
3. The Lessee shall secure final site plan approval to
ensure conformance with required airport set -backs,
height restrictions and other aviation issues by
Toothman-Orton Engineering Company, Boise, Idaho.
4. Prior to construction, the tenant shall have prepared a
site plan containing the following items:
a. Site plans shall be compatible with the development
concept identified in the Airport Layout Plan.
b. Site plans shall consider impacts to adjacent lease
sites; particularly grading, drainage, and access.
c. Site plan preparation and general criteria for site
development shall be obtained from the City of
McCall airport engineer.
d. Prepare a site grading and drainage plan; 1 foot
contours and spot elevations on airport elevation
datum. Identify lease area dimensions, setbacks,
proposed slopes, drainage features, snow storage
areas, pavement areas, drainage pipe sizes and
locations, and other special features. Scale at 1
inch equals 40 feet or larger.
e. Identify proposed pavement sections on the plan;
namely, thickness and type asphalt, base course
thickness and type, and subgrade preparation.
f. Identify other special services desired or planned
such as telephone, power, water and sewer service,
and site access.
Such site plan shall be stamped and approved by the City's
Airport Engineers.
5. The recommended pavement section for the taxiway and
apron area is two inches of asphalt concrete (AC-5 or
AC10) placed on six inches of 3/4 inch aggregate base
course. The aggregate base course should be placed on a
suitable, completed subgrade material (CBR greater or
equal to 10). The natural sandy, silty gravel in the
area is normally suitable for subgrade material.
Pavement should be compacted to a minimum of 97% of
laboratory density. Base course should be compacted to
100% of maximum dry density and subgrade to 95% of
maximum dry density as determined by ASTD-698 (Standard
Proctor).
c. Snowplowing: Removal of the snow from the taxiways
was noted.
6. Capital Improvements Plan Amendment: Chuck Sundby
reviewed the Plan now in place and advised that the FAA has
asked that each airport update its plan. After discussion
certain changes in priorities in the next two project years
were suggested. After discussion, Sundby agreed to amend
the plan and forward to staff as suggested. Sundby also
suggested that a letter should accompany the submission to
the FAA requesting that the city's AIP application be
moved from FY 92 to FY 93. Lynn Clark moved that the
amended CIP be approved and adopted by the council and that
the city's next project be scheduled for 1993 construction.
Wolf seconded and the motion carried.
7. AIP 1989 Project, Closeout: Sundby reported that the
FAA operations division had finally sent a bill for their
work on relocation of the VASI. That permits final
closeout of the grant ( see attached for further actions
required).
8. Old Hangar Leases: The committee deferred action on the
matter until the next meeting.
9. Pioneer Aviation, Service agreement: A draft (attached)
of an agreement for discussion was distributed. the matter
will be scheduled for further discussion at the next
meeting.
10. County Airport Levy: Staff reported on a meeting with
VALUED, Inc. representatives on April 30 which resulted in
another suggested method of distributing the funds to the
county's airports. VALUED will coordinate the three
cities' responses and present this alternate to the
Commission.
11. Next meeting: The next meeting is scheduled for
Wednesday, June 5, 1991, 7 a.m. Pancake House.

Dear Bud:
Per our telephone conversation; there are two items noted during
the inspection that relate to safety considerations:
(1) The runway light fixtures have been braced with supple-
mental angle iron stakes. This defeats the purpose of
the frangable base coupling.
(2) The old portion of the asphalt aircraft parking ramp and
some areas of the north taxiway are in poor condition.
Some of the more distressed areas where concentrated block
cracking exists may not support the wheel loading from
heavier aircraft. You should look at doing some isolated
repair and patching in some of the worse spots.
Everything else at the airport looked YtLy gQQd.
You need to talk to Larry and see if he wants to install the
taxiway reflectors this summer. We would be glad to do the layout
for him. The Forest Service is going to proceed with the reflec-
tor installation at their facility. If you don't want the reflec-
tors; we will pick them up and use them on another project.
Please let me know.

Thank you for your help with our aviation legislation.
The Idaho Legislature passed HB336 which raises the tax on avgas 2
cents per gallon and 1 cent per gallon on jet fuel. The law will
take effect on July 1, and should provide nearly $300,000
additional per year for the Bureau's airport assistance program.
An important part of informing our legislators was your help
making telephone contact with them. You and other aviation
supporters around the state responded, often on short notice, and
a large number of contacts resulted. I believe the bill would not
have passed without your individual effort.
Included is the record of how each House and Senate member voted.
I appreciate your assistance and support on this important Idaho
aviation issue, and look forward to working with you again.

The parties hereto have mutually agreed, as stated in clause C-3, to amend Part
B as follows:
B. The Forest Service Shall:
Amendment: 4. Pay $20,507.10 to the City, as soon as practicable after
October 1, 1991, and annually thereafter, as the Forest Service share of
maintenance and upkeep costs at the airport, including reimbursement to the
City for maintaining the Forest Service constructed taxiway on the west
side of the airport. (Amount based on Forest Service share being 32
percent of the Master Plan projection for operation and maintenance costs,
plus reimbursement for air tanker landings based on a 10-year average.)
All other provisions of the agreement referred to remain as stated.
IN WITNESS WHEREOF, the parties hereto have executed this amendment as of
the last date written below.

Comments:
1. State Cost Share:
The State of Idaho Grant Agreement is in the
amount of $ 58,433.00 which is $ 1,190.45
greater than 5% of the actual Project Costs.

2. Federal Cost Share:
The FAA Grant Agreement is in the amount of

41AGREEMENT WITH PIONEER FOR AIRPORT
PIONEER AVIATION IS HEREBY APPOINTED AS AN AGENT OF THE
CITY WITH RESPECT TO THE FOLLOWING MATTERS:
1. MANAGEMENT, ASSIGNMENT, COLLECTION FOR ALL TRANSIENT
TIE -DOWN ::PACES AT RATES DETERMINED BY THE CITY;
2. MANAGEMENT, ASSIGNMENT, COLLECTION FOR ALL RESIDENT
TIE -DOWN SPACES AT RATES DETERMINED BY THE CITY;
3. UNICOM OPERATION AND MANAGEMENT, PURSUANT TO FAA AND
FCC REGULATIONS
4. AWOS MONITORING AND EMERGENCY BROADCASTING OF WEATHER
AND ALTIMETER DATA IN THE EVENT OF AWOS FAILURE
5, LOGGING ALL COMMERCIAL LANDINGS AT THE FIELD FOR
ASSESSMENT OF LANDING FEES BY THE CITY. THE LOB; SHALL BE
SUBMITTED TO THE CITY TREASURER BY THE LOTH DAY OF EACH
MONTH.
6. TO REPORT ANY UNSAFE CONDITION, PRACTICE, OR EQUIPMENT
FAILURE TO THE AIRPORT MANAGER IMMEDIATELY, TO REPORT ANY
VIOLATIONS OF THE CITY CODE PERTAINING TO AIRPORT USE TO
THE APPROPRIATE CITY OFFICER
THE CITY AGREES, IN RETURN FOR THESE VALUABLE
CONSIDERATIONS

At this time I am out of town and unable to attend
this meeting.
I would like to make a motion that the current owners
of hangers 1 through 8 not have to lease the area in front of
their hangers. Since it was not a requirement when they pur-
chased them, I feel it is unfair to impose that upon these
hanger owners now.
PS: I vote YES if this motion makes it to a vote.
