HomeMy Public PortalAbout91-132 RESOLUTION NO. 91-132 A RESOLUTION OF THE CARSON CITY COUNCIL ADOPTING A NEGATIVE DECLARATION FOR AN OWNER PARTICIPATION AGREEMENT BY AND AMONG THE CARSON REDEVELOPMENT AGENCY, CARSON MALL PARTNERS AND IKEA PROPERTY, INC. THE CARSON CITY COUNCIL HEREBY FINDS, RESOLVES AND ORDERS AS FOLLOWS: Section 1. An application was duly filed by Carson Mall Partners, A California general partnership, and IKEA Properties, Inc., a Delaware Corporation, with respect to the property described in Exhibit "A" attached hereto, regarding approval of an Owner Participation Agreement to facilitate the renovation of the Carson Mall, a 71-acre commercial center, and to allow the rehabilitation and expansion by IKEA of an existing 150,000 square foot Broadway Store located in the mall. The subject property is located at 250 Carson Mall and is within the boundaries of Redevelopment Project Area No. 1. Sealan 2. Pursuant to the authority and criteria contained in the California Environmental Quality Act and the CEQA Guidelines for the City of Carson, the Lead Agency has considered the proposed Negative Declaration together with any comments received during the public review process and has analyzed the project and has determined on the basis of the Initial Study and any comments received that there is no substantial evidence that the project will have a significant effect on the environment. Based on these findings, the Lead Agency hereby approves and adopts the Negative Declaration, attached hereto as Exhibit "B". The project involves no potential for any adverse affect, either individually or cumulatively, on wildlife resources and therefore a De Minimis Impact Finding is made relative to AB 3158, Chapter 1706, Statutes of 1990. Section 3. The City Clerk shall certify to the adoption of this resolution and shall transmit a copy thereof to the applicant. EXHIBIT "B" NEGATIVE DECLARATION DATE: December 17, 1991 RE: NEGATIVE DECLARATION An Owner Participation Agreement by and among Carson Redevelopment Agency, Carson FOR: Mali Partners A California general partnership and IKEA Property Inc A Delaware Corporation. (Project) Application has been filed with the City of Carson for approval of the An Owner Participation Agreement by and among Carson Redevelopment Agency, project known as Carson Redevelopment Agency, Carson Mall Partners, and IKEA Property, Inc. to be located at 2S0 Carson Mall Carson California and to be implemented by Carson Redevelopment Agency, City of Carson; Carson Mali Partners, P 250 Carson Mall Caron California• and IKEA Property Inc Plymouth Commons, Plymouth Meeting, Pennsylvania. The project is briefly described as : An Owner Participation Agreement that is to facilitate the renovation of the Carson Mall, a 71 acre commercial center, and the rehabilitation and expansion by IK EA of an existing 150,000 square foot Broadway Store located at the mall. The Initial Study for the above work, dated September 10, 1991, is hereby incorporated by reference. Two Negative Declaration s for the above work were approved by the Carson Redevelopment Agency on November S, 1991 and are hereby incorporated by reference. The actions by the Agency regarding the physical work for this project were adopted on November S, 1991, as Resolution Nos. 91-35 and 91-36. Pursuant to the authority and criteria contained in the California Environ- mental Quality Act and the Environmental impact Report Guidelines for the City of Carson, the Lead Agency has analyzed the project and determined that the project will not have a significant impact on the environment. Based on this finding, the Lead Agency prepared and hereby files this NEGATIVE DECLARATION. A copy of the Initial Study, documenting reasons to support the finding is attached. Mitigation measures , if any , included in the project to avoid potentially significant effects are attached. A sufficient review period from the date of publication of the notice of this Negative Declaration will be provided to enable public review of the project specifications, the Initial Sttiy and this document prior to action on the subject by the City of Carson. A copy of the relevant documentation , including the Initial Study, is on file in the offices of the Community Development Department, City Hall , 701 East Carson Street, Carson, California 90745.
