1. Status Report, County Airport Levy
Staff reported on the VALUED intervention and proposal
for distribution of the county airport levy.

2. Scott/Manchester Sublease
Staff reported on the negotiations to date with the
parties. Chuck Sundby presented a sketch of the proposed
site. After lengthy discussion, it was recommended to staff
that (a) differential costs for the land lease for 16000
sq. ft. (the difference between the proposed site of 38,000
sq. ft. and the 22,000 sf at the Manchester lease site) be
paid by Scott at the bare land rate. (b) The differential
rate for buildings be waived as an incentive to relocate
from the Manchester site. (c) The costs of relocating the
RAMOS weather station be borne by Scott. This may involve
either relocating the existing station or upgrading the
AWOS to a AWOS III operation, as may be determined by NOAA
(U. S. Weather Service). (d) That additional snow plowing
costs for vehicle access to the site be a cost to Scott.
(e)That the city agree to restrict property to the south of
the Scott ramp area. Discussion about the possibility of
a lump sum prepayment of fees ensued. No direction was
given in this matter.
Without further business the meeting adjourned at 8:45

Both the cities of McCall and Cascade have specific continuing
plans for the improvement of their airports. V.A.L.U.E.D. has
duly noted these plans in the course of reviewing the infra-
structure needs in the County as a part of its economic develop-
ment activities. The annual allocation of funds from the County
has played a key role in leveraging the grant funds from F.A.A.
and the State that have made possible the airport improvements
accomplished to date. The total amount of these funds provided
by the County have averaged about $9,000 a year over the past
8-10 years.
At the present time there is no established basis for the
allocation of these funds as between McCall and Cascade air-
ports. The County Commissioners have made this allocation on
a judgement basis responding to the strength of the respective
petitions of McCall and Cascade for their programs. This makes
for difficulty in action planning each year by both cities.
In recent discussions with each of you, it has been suggested
that a fixed formula would be an appropriate means for allocating
these funds. Such a formula should fairly represent the re-
spective needs of the cities and would relieve the County Com-
missioners of the need to referee this matter each year as well
as give the cities a consistent expectancy upon which to plan
their annual airport activities. Exploration of this approach
has led to the following proposal which you felt would be an
acceptable basis upon which your City Councils could jointly
petition the County Commissioners to adopt as a policy for
making distribution each year of such funds that are allocated
for airport use.

It is proposed that funds available each year would be divided
as follows:
1. $500 would be distributed to the City of Donnelly
for use in connection with the airstrip for which
they are responsible.
2. One-half of the remaining funds would be divided
equally between McCall and Cascade to be considered
equal portions for capital expenditure needs.
3, The other half of the remaining funds would be
divided 2/3 to McCall and 1/3 to Cascade to be
considered for 0. ,.M. needs which reflect the
difference in size of the operations at each
airport.
You have agreed to seek the approval of this proposal from the
City Council of your respective cities. If successful,
V.A.L.U.E.D. would be pleased to join you in seeking the
approval of your joint resolutions from the County Commissioners.
