HomeMy Public PortalAbout01-07-2013 Village Board Minutes VILLAGE OF PLAINFIELD MEETING MINUTES JANUARY 7, 2013 AT: VILLAGE HALL BOARD PRESENT: M.COLLINS, G.PECK, J.RACICH, D.RIPPY, M.BONUCHI, P.FAY, AND B.LAMB. OTHERS PRESENT: B.MURPHY, ADMINISTRATOR; J.HARVEY, ATTORNEY; M.GIBAS, VILLAGE CLERK; D.WOLD, ENGINEER; A.PERSONS, PUBLIC WORKS DIRECTOR; M.GARRIGAN, PLANNING SUPERVISOR; D.MARQUEZ, BUILDING SUPERVISOR; T.PLECKHAM, MANAGEMENT SERVICES DIRECTOR; AND J.KONOPEK, CHIEF OF POLICE. CALL TO ORDER, ROLL CALL, PLEDGE Mayor Collins called the meeting to order at 7:00 p.m. Roll call was taken, all Trustees were present. Mayor Collins led the pledge to the flag. There were approximately 6 persons in the audience. PRESIDENTIAL COMMENTS None TRUSTEES COMMENTS None PUBLIC COMMENTS on items not on the Agenda (3-5 minutes per topic) Mr. Thomas Carey expressed concern regarding the Board’s decision to delay the demolition of his property at 14927 S. Route 59 until after the study. Mr. Garrigan explained to Mr. Carey and the Village Board that the study should be completed by by the end of February, or mid-March. It was the direction of the Board to place this time on the agenda for discussion at the next Committee of the Whole Workshop. BUSINESS MEETING 1) APPROVAL OF AMENDED AGENDA Trustee Fay moved to approve the Amended Agenda. Seconded by Trustee Lamb. Vote by roll call. Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes. 6 yes, 0 no. Motion carried. 2) CONSENT AGENDA Trustee Fay moved to approve the Consent Agenda to include: a) Minutes of the Board Meeting held on December 17, 2012. b) Bills Paid and Bills Payable Reports for January 7, 2013. c) Letter of Credit Reduction for the Villas at Fox Run to $335,581.13. Seconded by Trustee Peck. Vote by roll call. Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes. 6 yes, 0 no. Motion carried. Seconded by Trustee Bonuchi. Vote by roll call. Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes. 6 yes, 0 no. Motion carried. 4) PLAINFIELD HOMETOWN IRISH PARADE Trustee Fay moved to approve the proposed road closures of Lockport Street and Des Plaines Street on Sunday, March 17, 2013, for the Plainfield Hometown Irish Parade and St. Baldrick’s fundraiser event, as outlined in the staff report. Seconded by Trustee Bonuchi. Vote by roll call. Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes. 6 yes, 0 no. Motion carried. 5) PLAINFIELD FEST Trustee Fay moved to approve the proposed road closures and use of Village-owned property for Plainfield Fest 2013, as outlined in the staff report. Seconded by Trustee Bonuchi. Vote by roll call. Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes. 6 yes, 0 no. Motion carried. 6) MIDWEST BREWERS FEST Trustee Fay moved to approve the use of Village-owned property for the 2013 Midwest Brewers Fest, subject to the stipulations noted in the staff report. Seconded by Trustee Rippy. Vote by roll call. Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes. 6 yes, 0 no. Motion carried. 7) PEP BOYS SPECIAL USE AND SITE PLAN REVIEW (PC CASE #1598-111912.SU/SPR) Trustee Peck moved to approve requested special use and site plan review to allow an auto-repair facility and building modification on Lot 3 of the Menards of Plainfield subdivision. Seconded by Trustee Rippy. Vote by roll call. Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes. 6 yes, 0 no. Motion carried. 8) PLAYA VISTA (PC CASE #1601-112712.AAA) Trustee Fay moved to open the public hearing regarding an amendment to the annexation agreement for Playa Vista Subdivision and continue said case to January 14, 14, 2013. Seconded by Trustee Peck. Vote by roll call. Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes. 6 yes, 0 no. Motion carried. ADMINISTRATOR'S REPORT No Report.
