CALL TO ORDER AND ROLL CALL Don Bailey, Claudia Delaney, Rick Fereday, Tony Nash, John Watkins, Rick Winkeller, Bob Youde 2. NEW STAFFING INTRODUCTION Staff (Michelle Groenevelt and Bradley Kraushaar) introduced themselves as the new staff members for the urban renewal agency and their desire to better organize the process so as to realize the goal of construction in the current calendar year. 3. APPROVAL OF MINUTES The board approved the minutes for November 17, 2009 and December 03, 2009. 4. APPROVAL OF INVOICES The board approved the Star News invoice dated 9/29/09 and the Holland & Hart invoice dated 9/29/09. 5. PARKING LOT BATHROOM GRANT MATCH Carol Coyle provided an overview of the bathroom grant match, including the timing requirements and grant limitations (see discussion points in attached email). The board discussed the proposed design of the bathroom. 6. LEGACY PARK SUNDIAL Chairman Fereday discussed the sundial noting the issues with the current installation and the process and timing for reconstructing a new sundial. 7. REVISIT DECISION MAKING /PROCESS ON CONCEPT PLANS See attached presentation materials. 8. NEXT STEPS /TIMELINE See attached presentation. 9. TRANSPORTATION ADVISORY COMMITTEE RECOMMENDATION ON PROPOSED CONCEPT PLANS Staff reviewed the Transportation Advisory Committee's letter regarding the concept plans for the proposed streetscape updates (see attached letter). 10. Scope of work: Explain in detail, what will be accomplished, including size and layout of restroom, timetable for construction, materials, etc. I will need a construction drawing or conceptual plan. The plan needs to show how the structure will meet ADA standards. 2. 1 will need a letter signed by MURA Board Chair committing the matching funds for the program. The dollar amount will needed to listed, so the letter can happen after the cost estimate is done. 3. 1 need to know who will design the project and whether the person is licensed. 4. 1 will need a construction cost to include all components, including water and sewer hookups, permits, landscaping, and actual building construction. TRANSPORTATION ADVISORY COMMITTEE December 16, 2009 Urban Renewal Agency (URA) Rick Fereday, Chairman 216 E. Park Street McCall, Idaho 83638 RE: 2009 Urban Renewal District Improvement Alternatives — Review and Recommendations To the Urban Renewal Agency Board, Being the agency that reviews all transportation related projects in the City of McCall, the Transportation Advisory Committee (TAC) appreciates the opportunity to comment on the three alternative plans for the URA District's improvements. Pine Street /East Lake Street Circulation The TAC sees the proposed circulation on Pine Street and East Lake Street as the most important issue with the presented alternatives. After thorough review and consideration the TAC strongly urges the adoption of the circulation presented in Alternative #3. This circulation pattern is associated with two -lane, one -way traffic on Pine Street, from Mill Street to East Lake Street, with the option to turn onto one -lane, one -way traffic either north or south on East Lake Street. Also associated with this circulation plan is approximately three - hundred feet of boat queuing on East Lake Street, between Pine Street and Fir Street. The reasons for this recommendation are as follows: • Natural behavior will incline motorists to turn down Pine Street to get to the water, and then turn either direction on East Lake Street to get to their respective destination. This 216 East Park Street • McCall, Idaho 83638 • (208) 634 -7142 • Fax (208) 634 -3038 plan is the shortest, most logical, and most direct route to Legacy Park, Brown Park, the Marina, and the future Promenade and Kayak put -in. To combat this natural instinct, immense signage will be required to reroute motorists along a circuitous route to get to Brown Park, the Marina, and the future Promenade/Kayak put -in. And signage is generally an aesthetic detraction and does not always achieve its desired results, especially when the natural course of action and the prescribed action are so fundamentally different. This circulation plan does not fight natural tendencies and attempt a modification of established motorist behavior. This circulation plan "makes sense ". • Boat queuing areas are full of commotion. A concentration of people, idling engines, shouted directions, and so forth make for a boisterous environment. Currently, the boat queuing area between Pine Street and the Marina is already located in close proximity to areas with an established level of commotion (the boat launch, volleyball court, and Legacy Park promenade). This circulation plan keeps the commotion associated with boat queuing in this area, as opposed to creating a larger area of commotion where none currently exists in front of mostly residential properties. • This circulation plan for the Urban Renewal Agency district accommodates the greatest number of people for the most amount of time throughout the year. It is important to remember that all three proposed plans will greatly enhance the management of boats over what already exists. It is also important to rem em ber that boaters are a only a small fraction of waterfront visitors, and are present during only a small fraction of the year. This circulation plan is the only layout that simultaneously meets both the needs of the boating minority and the non- boating majority. This is the only circulation plan that doesn't cut -off Brown Park and the future Promenade and Kayak put -in from the rest of the waterfront. This circulation plan limits the distance that boat trailers have to travel to get to their launch point, limiting both the amount of energy expended and the amount of traffic that is routed through residential neighborhoods. • The amount of boat queuing afforded with this circulation plan is sufficient to accommodate all but the extreme peaks in usage. Providing over six - hundred feet of boat queuing, in addition to three one - hundred foot queuing lanes, for five distinct launching lanes is an overbuilt solution. Prevention of backups during peak usage could be simply controlled through the work of a boat launching official and a movable sign, and the local police department. Pine Street Business Parkin The parking scheme for the businesses on Pine Street is a simple, yet important issue. The TAC sees benefits with both the layouts in Alternative #1 and #2. Alternative #2 Alternative #3 -AW - The reasons for the recommendation of these two plans are as follows: • Support of #2 is based upon the ease of access, as well as the limited conflict with traffic. • Support of #3 is based upon the creation of landscaping islands as visual amenities, as well as the safety associated with back -in parking. • The ultimate choice between these plans should be left to the URA with input from the business owners. Mil! .StrPPt The TAC views the arrangement of Mill Street as an essential element to the circulation of the URA district. After consideration of the various proposals, the TAC strongly encourages a two - way traffic pattern, and a limited -width sidewalk along the east side of Mills Street, from Pine Street to Hemlock Street, specifically including the portion by the Fir Street boat launching area. The reasons for this recommendation are as follows: The URA district has many attractions and as many potential routes to get to these attractions. Two -way traffic allows for the greatest flexibility in route finding. It also accommodates the greatest number of users (i.e park visitors, residents, boaters, bicyclists). Sidewalks with curbs are essential for pedestrian safety. A narrow side -walk is at) appropriate facility as pedestrian traffic along Mill Street is primarily destination -to- destination, not other types of travel that require wider facilities ■ Narrow travel lanes introducing natural traffic calming. East Lake Street The TAC views the street section for Fast Lake Street as one of the most critical elements of the proposed plans. The proposed plans indicate a similar Promenade, which would serve to connect the waterfront into a continuous, cohesive recreation opportunity. The TAC sees the Promenade, at the fifteen -foot width shown on the plans, as the most critical element of the East Lake Street plans as this improvement will continue to draw people to this area of downtown " In deciding between Options #1 and #2 the URA should strongly consider tine impacts of additional asphalt, including that initial cost of construction, the ongoing cost of maintenance, the initial cost of up -sized stormwater treatment facilities, the potential for increased cost for retaining walls, as well as the visual impact of additional roadway by the lake. " Given that the improvements will not be constructed in one phase and that a wide cross - section of asphalt (approximately thirty -three feet) already exists on East Lake Street the TAC recommends the following "see if it works" approach: before any changes are made to the amount of asphalt: Pursue a striping plan that enacts the twelve -foot parking /queuing lane and the twelve -foot traveled lane, with the remainder of the existing asphalt striped as a bike lane, allowing Option #1 to be tested before locating the Promenade. This letter constitutes the Transportation ,advisory Committee's formal recommendation, at this stage of the process, for the proposed Urban Renewal Agency's improvements. The TAC would appreciate an opportunity to comment on revised plans.
