local jurisdictions to determine if they were in compliance with the CMP. Conformance
with the CMP assures that local agencies are providing transportation improvements to
offset the traffic congestion resulting from new development.
The CMP requires that certain provisions be included in the City's Zoning Code to
address traffic congestion associated with new development. The CMP also requires
monitoring of pre-designated traffic corridors every odd-numbered year. In Temple City,
the only CMP designated route is Rosemead Boulevard. However, the City was exempt
from traffic monitoring on Rosemead Boulevard this year because the impacts of the
Rosemead Boulevard Safety Enhancements Beautification Project would cause
inaccurate representation of typical traffic conditions. Cities are also required to submit
a yearly Local Development Report (LOR) to report on development activity.
The City is in full conformance with the CMP in that all of the development review
requirements have been codified into the Zoning Code and all monitoring has been
exempted. Adopting Resolution No. 13-4948 (Attachment "A") adopts the 2013 LOR
(Attachment "B") and certifies the City's conformance with the CMP. If a city does not
conform to the CMP, that city's share of the Gas Tax increase provided by Proposition
111 may be withheld and allocated to the County to be used on regional transportation
projects. Temple City's Fiscal Year 2013-2014 share is estimated at $1 ,046,000.
CONCLUSION:
The City Council is requested to adopt the annual self-certification Resolution No. 13-
4948 and attached Local Development Report.
FISCAL IMPACT:
Conformance with the Congestion Management Program will allow the City to receive
the State Gas Tax funds pursuant to Proposition 111 which is estimated to amount to
approximately $1,046,000 for the Fiscal Year 2013-2014.
