District Honorable Members of the Committee Joint Facilities Operating Committee September 11, 2003 Fraser, Colorado Dear Honorable Members of the Committee: The Winter Park West Water and Sanitation has given .considerable thought to the proposed char es submitted Fraser subcommittee to the existing JFOC E.Q.R. schedules and would like to a ress position on those d our g p by the changes in this letter. xp roposed The effect of changes in the EQR'S will bring about changes in each Districts construction cost, plant ownership and sharing of Operations Maintenance Budget. A great deal of negotiation was undertaken in the formation documents on this subject and the compromise was to utilize the negotiated schedule provided by our engineer with the understanding that after the plant was online and had some history to review, these would be reviewed The EQR schedule is anticipated to be applied against each Districts inventory f m sharings. The inventory is directly tied to the final MGD certified to the plant. As yet we arrive ve not seen a complete inventory of the taps for each district. This inventory is the foundation forth EQR formula and one cannot evaluate changes to the EQR schedule reasonably without applying the changes to the these inventories. In addition, because we have no operations history against which to apply these changes there is no reasonable way to evaluate the costs associated with these changes. Lastely, until a fmal MGD is certified to the plant, it is not possible to determine the effect of these changes to each District's construction costs. On the surface it would appear that a district could review its own inventory and make some guess at the impact. However it is not just the change in the individual Districts calculation that applies but some sharing of the changes in the other two Districts' calculations that must be combined with the fast District to get the complete picture of cost changes. This information has not yet been presented to the JFOC for evaluation We feel that without complete inventories from each district the impacts any change in the schedule might influence will be difficult to predict. Because each district is distinctly different each change will influence all.three in distinctly different ways. We also feel that because we are so interconnected through the EQR schedule that an impact to th EQR schedule of any one of the districts will have an influence on the other two Districts. In conclusion,, this issue is much more complicated than changing the schedule for the sake of simplification there simply is not enough information at hand for us to form a conclusion on. Our recommendation is too wait as was previously agreed, until the combined plant has operated for a year to get a better understanding of all the variables. After that time period we'll have hard inventory numbers from all the districts along with an understanding of the other variables, such as .O&M costs and what MGD our discharge permit will be for.
