1. CALL TO ORDER AND ROLL CALL
Don Bailey, Claudia Delaney, Rick Fereday, Tony Nash, John Watkins, Bob Youde
2. DISTRIBUTION OF LEGECY PARK PANELS
While staff was printing physical copies of the T47 invoice, the Board called Mandi
Roberts of OTAK to review the status of the interpretive panels. Ms. Roberts noted that
the text of the panels was developed jointly with the historical committee and that they
also provided photos. Ms. Roberts indicated that the four photographs on the panels
are of important pieces of City history.
Chairman Fereday noted that the picture in the panel at Legacy Park indicated a portion
of the saw mill that was not located in Legacy Park, rather closer to Brown Park. Ms.
Roberts noted that the Brown Park photo was a background and not intended to be
related to the Legacy Park -specific material. Chairman Fereday indicated that this
should be clarified through a design solution.
Member Youde indicated that "Nez Perce" had been misspelled and that staff should
take one more look at the writing to make sure there were no typos.
Dennis Coyle, Parks and Recreation Director, noted that the location of the panels
needed to be decided so that the "you are here" graphic could be accurately located.
He indicated that, with staff assistance, he could finalize these locations.
Member Nash noted that two differently sized panel holders were presented. Ms.
Roberts recommended the lower version.
Shorty Clarke, Parks and Recreation Advisory Board, voice concern over glare and
fading. Ms. Roberts noted that the panels had a 20 year warranty for fading and had a
matte finish.
Mr. Coyle asked if the freeze/thaw cycle would affect the panels. Ms. Roberts indicated
it would not be a problem.
Member Delaney noted that the bike path color on the map was not distinctive enough.
In response to questions, Ms. Roberts indicated that the panels took 8-12 weeks to
construct and deliver.
Chairman Fereday, without any objections, noted that the Board would tentatively
accept the presented panels, with the noted concerns and further review by staff, the
Historic Preservation Committee, and Mr. Coyle.
3. REVIEW OTAK PLANS FOR STAGE/SUNDIAL
Ms. Roberts reviewed the presented sundial materials.
Member Youde voice concern over the potential for pedestrian congestion as a result of
the sundial.
Mr. Coyle voice concerns about the freeze/thaw cycle with any sundial design.
Having no further questions, the Board terminated the phone call to Mandi Roberts.
Chairman Fereday noted that the board needed to provide OTAK with an indication of
the preferred design for the sundial. Member Delaney noted that the design should be
consistent with other features around the park.
Chairman Fereday noted that staff would circulate various compass rose designs for the
Board to respond to.
4. APPROVAL OF INVOICES
Staff circulated copies of the T47 invoice. The board approved the invoice for the
furnishings at Legacy Park.
5. DISCUSSION OF PLAN DETAILS
The Board briefly discussed various features of the street improvement project,
including the sidewalk along Mill Street and whether it was at grade, made of concrete,
was intended to be a stormwater device, and snow plowing considerations. It was
generally discussed that the sidewalk would be at -grade, made out of concrete, with
driveway approaches into the parking lot, for the portion of the sidewalk from Gravity
Sports and north.
The Board discussed the tree at Mt. Monkey Business. Staff noted that further
negotiations with the property owner was needed to move this issue forward and that
they would make the necessary contact in the coming week.
