Pulido, City Manage d Via: Geoffrey Starns, AICP ~anning Manage ~ By: Jennifer Venters, Community Development Department Secretary SUBJECT: PLANNING COMMISSION ACTIONS -MEETING OF SEPTEMBER 23, 2013 RECOMMENDATION: The City Council is requested to receive and file actions of the Planning Commission from their meeting of September 23, 2013. BACKGROUND: On September 23, 2013, the Planning Commission held their regularly scheduled meeting. ANALYSIS: The following is a summary of actions taken at the September 23, 2013 Planning Commission meeting: 1. ROLL CALL: Present: Absent: Excused: Commissioner-Curran , O'Leary, Vice-Chairman Leung Commissioner-Horton, Chairman Cordes Commissioner-None 2. CONSENT CALENDAR The Planning Commission approved the minutes as amended from their regular meet in g of August 27, 2013 and special meeting of September 10, 2013 . City Council October 15, 2013 Page 2 of 3 3. UNFINISHED BUSINESS-None 4. NEW BUSINESS A. The Planning Commission held a Housing Element Workshop and gathered input from the public. Genevieve Sharrow, MIG I Hogle-lreland provided the following summary: The Housing Element is one of the seven elements of the General Plan, and is the only element in the General Plan that requires approval by the State of California. The State of California Housing and Community Development (HCD) has determined that Temple City should have policy in place to allow for 603 units for the Housing Element period of 2014-2021. The current housing program has five goals: 1) conduct actions to make sites available to accommodate the Regional Housing Needs Assessment (RHNA); 2) assist in the development of adequate housing; 3) address and remove governmental constraints; 4) conserve and improve the condition of the existing housing stock of affordable housing; and 5) promote housing opportunities for everyone. The State of California requires the Housing Element be adopted by February 2014. The Planning Commission did not vote on this item. B. COMMUNICATIONS-None C. MATTERS FROM CITY OFFICIALS-None D. UPDATE FROM THE COMMUNITY DEVELOPMENT DIRECTOR Community Development Director Persico announced that the next Planning Commission Meeting will take place on October 17. The item to be heard is a continued item for a preschool. The Historic Preservation Ordinance Workshop will take place on October 22, and a joint meeting of the Parks and Recreation Commission and the Planning Commission regarding the Parks and Open Space Masterplan will take place on November 12, and lastly on November 26 the Planning Commission will hold a workshop regarding the Sign Code Update. E. ADJOURNMENT The Planning Commission meeting was adjourned at 8:32 p.m. CONCLUSION: The City Council is requested to receive and file this report.
