CALL TO ORDER AND ROLL CALL Don Bailey, Claudia Delaney, Rick Fereday, John Watkins, Rick Winkeller, and Bob Youde were present. 2. APPROVAL OF INVOICES — Public Parking Signs Michelle Groenevelt noted that two new public parking signs, of the existing design, were desired. Member Delaney asked about the locations. Member Watkins asked that cost be determined. Chairman Fereday asked that a map indicating location be brought to the next meeting. 3. COMPASS ROSE DESIGN UPDATE Mandi Roberts of OTAK provided the new design for the compass rose. Chairman Fereday asked about the way in which the public would use the proposed design. Ms. Roberts explained that the public would stand on the compass to determine the time. Ms. Roberts discussed how the edge of the sidewalk would ideally be designed to be used as a "bench" near the water, but that the height of the resulting wall might present and obstacle. Chairman Fereday inquired about the grade of the compass. Ms. Roberts indicated that it would slope 2% towards the water. Member Delaney voiced concern about erosion. The board discussed various options for dealing with the water running off the new sun dial area. Chairman Fereday noted that the winter and summer solstice marking should be removed and that the primary part of the dial should be light, the secondary portion dark. Member Winkeller suggested adding boulders around edge of wall for sitting and erosion control. Member Delaney move to approve sundial design with the discussed changes. Member Watkins seconded the motion. The motion carried. 4. PANEL UPDATE Ms. Roberts distributed the updated design and discussed the minor updates, noted that changes have been made in collaboration with Historical Preservation Committee. Chairman Fereday noted that the new restroom should be added to the map and that "Boat Trailer Parking" should be removed. Shorty Clarke suggested adding one-way identification on Fir Street with boat launching and adding a restroom symbol at the skate park. 5. 95% CONSTRUCTION PLANS — Keller Engineering & Board 1 Nathan Clever distributed the draft agreement and noted the hierarchy of components of the agreement. Mr. Clever noted that it was highly -recommended to have a member of the board authorized to make unilateral change -orders, up to a certain amount, so as to speed up construction. He further indicated that the agreement had not been reviewed by the Board's attorney (Fred Mac). Mr. Cleaver discussed the estimate for the base bids and then reviewed the presented plans. The board discussed the sidewalk improvements going to the dock. The board decided to include these improvements in the bid package as an additive item. Mr. Cleaver described the new parking arrangement on Pine Street, the changes to the Gravity sports property, the stormwater drains and catchment basins. Member Bailey noted that concrete should be specified carefully. Mr. Cleaver indicated that there's only one outstanding issue with the presented plans and that the rest of the plans should be ready to move to 100% drawings. The board discussed warranty issues and concrete specifications for the project. Chairman Fereday instructed all members and staff to have all comments to have comments to Mr. Cleaver within 10 days of the meeting. 6. Legacy Park Concrete Issues Chairman Fereday requested that staff request the contractor to repair sidewalk via a letter. Nathan Stewart outlined an approach for dealing with the contractor to secure a repair, including conversations, letter communication. Mr. Coyle indicated that the contractor could be prevented from bidding on the current project due to past performance. Member Delaney moved to direct the City Engineer to send a letter to the Legacy Park contract requesting a repair of the sidewalk. Member Youde seconded the motion. The motion carried. 7.
