1. MANCHESTER-SCOTT SUBLEASE: Staff reviewed the terms of
the agreement which the City Council negotiated with
Mr. Scott. The documents to memorialize the lease are in
process. On Thursday June 6, National Weather Service
representatives will meet with the Engineers to determine a
relocation site and costs. It appears that NWS will share
the cost of relocation.
2. SENFIELD LEASE, BLOCK 1, LOT C: Mr. Senfield has
requested lease of Block 1, Lot C for a 40' x 50'
hangar. Mr. Sundby confirmed that the size would fit on
the site leaving adequate setbacks. After discussion,
Colburn moved to recommend that the lease be approved,
Feredey seconded and the motion carried.
3. ILS: Rocky Manchester was not at the meeting as
planned. Mr. Sundby noted the steps which would be
necessary to secure FAA assistance on this project, namely,
the city would have to amend the airport capital
improvement plan, the city would have to amend its grant
application, and then the FAA would determine if sufficient
use or expectation of use existed to justify AIP
assistance.
4. JULY AND AUGUST MEETING CANCELLATION: The committee
concurred that the next regular meeting would be
September 4, however, if items requiring attention
materialized, they would be willing to try to gather for a
special meeting whenever everyone could get together.
5. DIENHARD LAND: The Police Chief's review of the
Dienhard Lane closure procedure (attached) was noted.
6. OLD HANGAR LEASES: Mr. Feredey, representing the
hangar owners, objected to the requirement to lease the
land in front of the hangars. Several alternatives were
discussed that may be acceptable and Mr. Sundby agreed to
suggest some alternatives which would be more consistent
with the new hangar leases. The committee took no action
and agreed to take this matter up at a special meeting
when the engineers had completed their work.
7. OPERATIONS AGREEMENT: The draft agreement with Pioneer
Air Service to manage both resident and transient
tie -downs operate the UNICOM, monitor the AWOS and NDB and
other miscellaneous services was reviewed. After
discussion, the Colburn moved to recommend that the city
execute an agreement, as outlined in the draft
agreement (attached) with Pioneer Air Service. Wolf
seconded and the motion carried unanimously.
8. UST, PIONEER AIR SERVICE: Pioneer Air Service is
removing most of their tanks. The committee was
advised that one tank, adjacent to the building will be
left in place and inerted in place, presuming the soil
tests permit. Possible structural damage to the building
may result if the tank is removed. This is a permissible
technique and the fire chief is recommending this
procedure.
9. ADJOURNMENT: Without further business, the meeting
adjourned at 8:35 a.m.

Dear Mr. Schmidt,
Enclosed you will find a copy of the KITFOX Fly -In '91 flyer. I hope this information will
clarify a few points.
We have contacted the McCall Municipal Airport and Mike Dorris at the McCall Air Taxi.
They suggested I speak with you about this event.
We would like to have a few vendors from the McCall area at the airport on Sunday, August
25, available for the sale of food, drinks, and snacks. It would be for a short time, just
during the flight contests and display. This will start at 10:00 am. I would like to contact
these vendors in the next few days, so if you could give me a final decision on this matter
as soon as possible, it would be very helpful.
I understand that the fire season takes precedence over the flight contests, so we will have
to wait and see what takes place between now and then.
We would like to invite the public to the airshow on Sunday, so I am sure we will have quite
a few people there.
Please let me know about the availability of having vendors at the airport.

DRAFT AGREEMENT
SERVICES
WITH PIONEER AIR SERVICE FOR AIRPORT
PIONEER AIR SERVICE IS HEREBY APPOINTED AS AN AGENT OF THE
CITY WITH RESPECT TO THE FOLLOWING MATTERS:
1. MANAGEMENT, ASSIGNMENT, COLLECTION FOR ALL TRANSIENT
TIE -DOWN SPACES AT RATES DETERMINED BY THE CITY;
2. MANAGEMENT, ASSIGNMENT, COLLECTION FOR ALL RESIDENT
TIE -DOWN SPACES AT RATES DETERMINED BY THE CITY;
3. UNICOM (CTAF) OPERATION AND MANAGEMENT, PURSUANT TO FAA
AND FCC REGULATIONS;
4. AWOS MONITORING AND EMERGENCY BROADCASTING OF WEATHER
AND ALTIMETER DATA IN THE EVENT OF AWOS FAILURE;
5, LOGGING ALL COMMERCIAL LANDINGS AT THE FIELD FOR
ASSESSMENT OF LANDING FEES BY THE CITY. THE LOG SHALL BE
SUBMITTED TO THE CITY TREASURER BY THE LOTH DAY OF EACH
MONTH;
6. TO REPORT ANY UNSAFE CONDITION, PRACTICE, OR EQUIPMENT
FAILURE TO THE AIRPORT MANAGER IMMEDIATELY, TO REPORT ANY
VIOLATIONS OF THE CITY CODE PERTAINING TO AIRPORT USE TO
THE APPROPRIATE CITY OFFICER.
THE CITY AGREES, IN RETURN FOR THESE VALUABLE
CONSIDERATIONS
1. TO PAY PIONEER AIR SERVICE $50.00 PER MONTH FOR THESE
SERVICES;
2. TO MAINTAIN AT ITS EXPENSE THE AWOS, UNICOM
ASSUME ALL LIABILITY FOR THE EQUIPTMENT AND ITS

RE: Closure of Deinhard Lane
Once the fire season starts we may be asked by the Forest
Service to control traffic on Deinhard Lane due to low flying
Fire Fighting Aircraft.
The procedure for the closure is as follows:
. The Forest Service Command Center will request that
the road be controlled.
. The Police Department will respond.
1. Officers will be on standby to assist
as well as Forest Service Personnel
2. The road will remain open until the
approach of a Fire Fighting Aircraft
The Forest Service will advise when to stop
emergency operations.
The procedure will be in place to avoid the chance of a
mishap between low flying aircraft, persons and automobiles.
Every effort will be made not to inconvenience the Public
or Merchants who are engaged in their daily business.

This lease, made and entered into this day of ,
1991, by and between the City of McCall a municipal
corporation of the State of Idaho, hereinafter called the
Lessor and Lyle Senfield, hereinafter called the Lessee.
WITNESSETH:
WHEREAS, the McCall Municipal Airport has vacant land to rent
and lease and
WHEREAS, this asset, whenever possible, should be made to
produce income for the Airport Fund and
WHEREAS, the uses must be compatible or, at least, not
interfere with the mission of the fund to provide safe air
transportation and aircraft ground activity for pilots,
aircraft, and the public,
NOW THEREFORE, in consideration of the mutual covenants and
conditions hereinafter set forth, it is hereby agreed as
follows:
SECTION I: DESCRIPTION, RIGHTS AND PRIVILEGES OF LESSEE,
RENEWAL, AND RENT
A. Description of premises: An undescribed parcel
measuring 95' by 75', totaling 7,125 sq. ft. on the
McCall Municipal Airport together with ingress and
egress to and from the leased area. The area leased is
depicted on Exhibit C and is identified as Lot 1C (Lot C
Block 1).
B. Rights and Privileges: The Lessee shall have the rights
and privileges following to wit:
The use of the land as a tenant for the lease term.
C. Term: The term of this lease shall be twenty (20)
years, commencing July 1, 1991 to 2011.
D. Renewal: This lease is renewable under the same terms
and conditions up to 40 years.
E. Rent: The annual rental rate of 5.3 cents per square
foot for bare ground for 5405 sf and 10 cents for land
covered by buildings and structures for 1720 sf totaling
$458.47 is due and payable in advance upon execution of
this lease. City Council Resolution 10-90 governs
rental rates and rate adjustments which is attached
hereto as Exhibit D. The lease rate shall be adjusted
by an annual CPI adjustment. It is agreed that there
will be no adjustment to the base rate except the
CPI adjustment above, until and unless the city further
improves the lease areas with a paved street and parking
areas similar to that shown on the AIRPORT LAYOUT PLAN
prepared by Toothman-Orton engineering Company 1/17/90,
and with water, sewer and electrical services.
The rent shall be $377.63 (7125 x $.053) until a hangar
is erected.
SECTION II: GENERAL CONDITIONS
The Lessee shall be subject to and governed by the General
Conditions for airport leases adopted and approved on June
23, 1988.
The Lessee shall also be subject to the "Minimum Standards
for Private Uses or Commercial Operations" as adopted by the
McCall City Council on June 28, 1990, insofar as they do not
conflict with the "General Conditions for Airport Leases"
adopted and approved on June 23, 1988.
SECTION III: SPECIAL CONDITIONS
The Lessee shall be subject to such Special Conditions as are
listed on Exhibit B, attached hereto.
IN WITNESS WHEREOF: The parties hereunto set their hands the

SPECIAL CONDITIONS
AIRPORT TENANT LEASE
CITY OF McCALL, LESSOR
DUKE EFFINGER
1. The insurance requirements of the General Conditions,
Exhibit A, is altered to provide owners, landlords and
tenants insurance with a minimum limit of $500,000 CSL
(Combined Single Limit).
2. The City will not plow snow on the private taxiway
created by this lease.
3. The Lessee shall secure final site plan approval to
ensure conformance with required airport set -backs,
height restrictions and other aviation issues by
Toothman-Orton Engineering Company, Boise, Idaho.
4. Prior to construction, the tenant shall have prepared a
site plan containing the following items:
a. Site plans shall be compatible with the development
concept identified in the Airport Layout Plan.
b. Site plans shall consider impacts to adjacent lease
sites; particularly grading, drainage, and access.
c. Site plan preparation and general criteria for site
development shall be obtained from the City of
McCall airport engineer.
d. Prepare a site grading and drainage plan; 1 foot
contours and spot elevations on airport elevation
datum. Identify lease area dimensions, setbacks,
proposed slopes, drainage features, snow storage
areas, pavement areas, drainage pipe sizes and
locations, and other special features. Scale at 1
inch equals 40 feet or larger.
e. Identify proposed pavement sections on the plan;
namely, thickness and type asphalt, base course
thickness and type, and subgrade preparation.
f. Identify other special services desired or planned
such as telephone, power, water and sewer service,
and site access.
Such site plan shall be stamped and approved by the City's
Airport Engineers.
5. The recommended pavement section for the taxiway and
apron area is two inches of asphalt concrete (AC-5 or
AC10) placed on six inches of 3/4 inch aggregate base
course. The aggregate base course should be placed on a
suitable, completed subgrade material (CBR greater or
equal to 10). The natural sandy, silty gravel in the
area is normally suitable for subgrade material.
Pavement should be compacted to a minimum of 97% of
laboratory density. Base course should be compacted to
100% of maximum dry density and subgrade to 95% of
maximum dry density as determined by ASTD-698 (Standard
Proctor).
6. Color: Side panels shall be tan and roof panels and
trim brown, the same or similar to the hangar
constructed on Lot lA (Slaton).
7. Sewer and water services are not now available to the
site.
8. The use of the building is for aircraft storage.
9. The lessee shall pay to James Slaton, Lessee of Block 1,
Lot A, the costs of paving one-half of the shared center
taxiway between Lots A and C on Block 1. This work is
completed and was paid for by Mr. Slaton.
