Pulido, City Manager cf Via: Geoffrey Starns, AICP, Planning Manage~ By: Jennifer Venters , Community Development Department Secretary SUBJECT: PLANNING COMMISSION ACTIONS -MEETING OF OCTOBER 17,2013 RECOMMENDATION: The City Council is requested to receive and file actions of the Planning Commission from their meeting of October 17, 2013. BACKGROUND: On October 17, 2013, the Planning Commission held their regu la rly scheduled meeting. ANALYSIS: The following is a summary of actions taken at the October 17, 2013 Planning Commiss ion meeting: 1. ROLL CALL: Present: Absent: Excused: Commissioner-Curran, O'Leary, Chairman Cordes Commissioner-Horton , Vice-Chairman Leung Commissioner -None 2 . CONSENT CALENDAR The Planning Commission approved the minutes from their special meeting of September 23, 2013 . City Council October 15, 2013 Page 2 of 3 3. UNFINISHED BUSINESS A The Planning Commission heard a request for a Conditional Use Permit to allow the expansion of an existing preschool/kindergarten facility located at 5708, 5714 Muscatel Avenue. An existing 1,255 square foot school building will be demolished for the construction of a 3,025 square foot new building on the same site. The allowable number of students will increase from 40 to a maximum of 80 students after the expansion. An additional condition was added to build a six foot block wall along the southerly property line adjacent to the school playground in response to a neighbor who expressed concern regarding noise. The Planning Commission approved the request on a 3-0 vote. 4. NEW BUSINESS A The Planning Commission heard a request for , a Tentative Parcel Map and Conditional Use Permit to allow a three unit condominium subdivision on a R-3 Zoned property. The City Attorney advised the Planning Commission to continue the item in order to address the potential of a required block wall restricting access to a neighboring property. The Planning Commission voted to continue this item to November 7, 2013 on a 3-0 vote. B. The Planning Commission heard a request for a Municipal Code Amendment to amend Article E (Site Plan Review and Congestion Management) of Chapter 1 (Zoning Code) of Title 9 (Zoning Regulations) of the Temple City Municipal Code to establish Low Impact Development (LID) standards and Green Streets Policy. The Planning Commission recommended that the City Council approve the Municipal Code Amendment on a 3-0 vote. 5. COMMUNICATIONS-None 6. MATTERS FROM CITY OFFICIALS-None 7. UPDATE FROM THE COMMUNITY DEVELOPMENT DIRECTOR Planning Manager Starns announced that a workshop regarding Historic Preservation is scheduled October 22"ct a special meeting of the Planning Commission is scheduled November ih to consider land use items, a joint meeting of the Planning Commission and Parks and Recreation Commission is scheduled November 1ih to discuss the Parks and Open Space Masterplan, and lastly on November 26, a workshop will be held regarding a proposed Sign Code Update. After the announcements Planning Manager Starns introduced two Youth Committee liaisons to the Planning City Council October 15, 2013 Page 3 of 3 Commission. 8. ADJOURNMENT The Planning Commission meeting was adjourned at 9:06 p.m. CONCLUSION: The City Council is requested to receive and file this report FISCAL IMPACT: This item does not have an impact on the Fiscal Year (FY) 2013-14 City Budget
