HomeMy Public PortalAboutM 2016-01-05- LSA CITY OF LYNWOOD AS SUCCESSOR AGENCY TO THE LYNWOOD REDEVELOPMENT AGENCY REGULAR MEETING JANUARY 5, 2016 The City of Lynwood as Successor Agency to the Lynwood Redevelopment Agency met in a special meeting in the Council Chambers, 11330 Bullis Road, Lynwood, California on the above date at 6:23 p.m. Mayor Hernandez presiding. Council Members Alatorre, Solache, Castro and Mayor Hernandez were present. Council Member Santillan-Beas was absent. Also present were City Manager Beltran, City Attorney Garcia, City Clerk Quinonez, Interim Deputy City Clerk Betancur and City Treasurer Camacho. City Clerk Quinonez announced that the Agenda had been duly posted in accordance with the Brown Act. PUBLIC ORAL COMMUNICATIONS (Regarding Agenda Items Only) Nisha Vyas - attorney with public counsel law center addressed the City Council regarding the Successor Agency Recognized Obligation Payment Schedule (ROPS). CONSENT CALENDAR MOTION: It was moved by Mayor Pro Tem Castro, seconded by Council Member Solache to approve the consent calendar as presented. Motion carried by 4-0 vote. Item #1. MINUTES OF THE PREVIOUS MEETINGS Regular Meeting — December 22, 2015 ROLL CALL AYES: COUNCIL MEMBERS ALATORRE, SOLACHE, CASTRO AND MAYOR HERNANDEZ NOES: NONE ABSTAIN: NONE ABSENT: COUNCIL MEMBER SANTILLAN-BEAS 1 Item #2. ADOPT RESOLUTION OF THE CITY COUNCIL AS SUCCESSOR TO THE LYNWOOD REDEVELOPMENT AGENCY, APPROVING THE RECOGNIZED OBLIGATON PAYMENT SCHEDULE COVERING THE PERIOD OF JULY 1, 2016 TO JUNE 30, 2017 (ROPS 16-17) AND ADOPTING THE ADMINISTRATIVE BUDGET RESOLUTION NO. 2016.002 ENTITLED: A RESOLUTION OF THE LYNWOOD CITY COUNCIL AS SUCCESSOR TO THE LYNWOOD REDEVELOPMENT AGENCY OF LYNWOOD, APPROVING THE RECOGNIZED OBLIGATON PAYMENT SCHEDULE COVERING THE PERIOD OF JULY 1, 2016 TO JUNE 30, 2017 (ROPS 16-17) AND ADOPTING THE ADMINISTRATIVE BUDGET CLOSED SESSION It was moved by Mayor Pro Tern Castro, seconded by Council Member Alatorre to take the Closed Session Item together with the Closed Session Items on the City Council Agenda. CLOSED SESSION ITEM It was moved by Mayor Pro Tern Castro, seconded by Council Member Alatorre to take Item #4 - Closed Session together with the Closed Session Items in the City Council agenda. ROLL CALL AYES: COUNCIL MEMBERS ALATORRE, SOLACHE AND MAYOUR HERNANDEZ NOES: NONE ABSTAIN: NONE. ABSENT: COUNCIL MEMBER SANTILLAN-BEAS 2 With respect to every item of business to be discussed in closed session pursuant to Section 54956.9 CONFERENCE WITH LEGAL COUNSEL—ANTICIPATED LITIGATION Confidential — Attorney/Client Privileged: Potential Litigation, Government Code Section 54956.9 (a), 54956.9 (d) (2), 54956.9 (e) (1) Number of Cases: One It was moved by Mayor Pro Tem Castro, seconded by Mayor Hernandez with a vote of 4-0 to provide direction to special counsel on the Recognized Obligation Payment Schedule (ROPS) item.
