A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON
ADOPTING A DRUG-FREE WORKPLACE POLICY.
THE CITY COUNCIL OF THE CITY OF CARSON RESOLVES AS
FOLLOWS:
Section 1 . The representatives of the City of Carson
have met and conferred in good faith with the representatives
of the Association of Management Employees (AME) , the Supervisors
Associations (S.A. ) and the American Federation of State, County,
and Municipal Employees Local 809 (AFSCME) and have agreed on
matters within the scope of representation that are set forth
in this policy.
Section 2. The Drug-Free Workplace policy is attached
as exhibit A and is part of this Resolution.
Section 3 . The City Council adopts and approves this
Drug-Free Workplace policy.
PASSED, APPROVED, AND ADOPTED this 16th day of
November . 1993.

that the whole number of members of the City Council of said City is five; that the foregoing
resolution, being Resolution No. 93-122 was duly and regularly adopted by the City Council
of said City at a regular meeting of said Council, duly and regularly held on the 16th day

Subject: DRUG-FREE WORKPLACE POLICY
The City of Carson is a Drug-free Workplace. The unlawful manufacture, distribution,
dispensing, possession or use of a controlled substance is prohibited. This is a
Council-adopted policy, which is reflected in departmental and divisional policies as
well, and is enforceable by disciplinary action or criminal prosecution (as may be
appropriate).
The potential hazards of drug use on the job, or in any manner affecting an employee's
ability to safely perform his/her job, can affect the employee, other employees and the
public we serve. The maintenance of a healthy and safe working environment and the
safe and effective operation of City equipment and vehicles is dependent on adherence
to a drug-free workplace policy.
Employees violating this policy will be subject to immediate disciplinary action, up to
and including termination of employment. Employees shall notify the City of any criminal
drug statute convictions for a violation occurring in the workplace. The City provides
an Employee Assistance Program (EAP) for employees and their immediate family
members, and medical insurance coverage for most employees which includes in- and
out-patient treatment and counselling. Employees with a drug or alcohol use problem
are expected to take advantage of these benefits and prevent injury to themselves and
others.
