CALL TO ORDER AND ROLL CALL Chairman Fereday, Member Winkeller, Member Youde and Member Peugh were present. Member Bailey and Member Swanson were absent. There is one vacancy. Staff Engineer Nathan Stewart, Parks and Recreation Director Dennis Coyle, Mel Shields, Steve Jones and Administrative Assistant Deb Smith were also present. 2. SUNDIAL PAY APPLICATION AND CHANGE ORDER APPROVALS In an effort to expedite payment to contractor and subcontractors, Mel Sheilds, LLC has submitted Pay Applications #2, and Change Orders #2, 3 and 4. The purpose of Change Order #4 is to cover the cost of Steve Jone's and Mel Shield's additional time checking the sundial to see if it was registering correct time which required a weekend analysis. Member Winkeller motioned to approve Change Order #4. Member Youde seconded. The motion carried. Change Order #2 covered the labor, equipment and materials for the addition of another tier of boulders to insure stability and prevent wave action from exposing filter fabric. The additional boulders were supplied by the city. Member Peugh motioned to approve Change Order #2. Member Winkeller seconded. The motion carried. Existing pavers at the east side of the sundial have sunk about 1" and require a reset to match the grade of new and existing concrete curb. To insure that future settlement is reduced, a 3" pipe will be placed under both curbs and pathway. Member Peugh motioned to approve Change Order #3 and include a lateral perforated pipe be installed. Member Youde seconded. The motion carried. An update on project construction was presented. Estimated completion of the Sundial is the middle of next week. Member Youde motioned to approve Payment Application #2 not to exceed $34,806.50. Member Peugh seconded. The motion carried. 3.
