A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON
SUPPORTING SB 1448, PROVIDING FOR
BENEFIT ASSESSMENTS FOR LIBRARIES
WHEREAS, public libraries throughout California are experiencing significant
budget reductions which threaten the future of local public library
services; and
WHEREAS, the State shift of property taxes to schools is further affecting the
ability of local governments to adequately finance all public
services, including libraries; and
WHEREAS, the California Legislature has declared that public libraries are a
supplement to the formal system of free public education and
deserve adequate financial support from government at all levels;
and
WHEREAS, a viable statewide system of public libraries is essential to assist
the schools, support children, and to serve the general public in all
local communities; and
WHEREAS, public libraries lack sufficient fee authority to replace lost revenues
resulting from the State budget crisis and need a stable and
independent source of financing; and
WHEREAS, the public interest is served by providing adequate resources to
properly fund public library services; and
WHEREAS, Senator David Roberti has introduced SB 1448 for the purpose of
providing legislation providing authority for local agencies to use
benefit assessment financing for public libraries; and
WHEREAS, approval by the Legislature of SB 1448 would provide for an
election in those communities wishing to levy an assessment to
benefit Library funding; and
WHEREAS, no realistic alternative methods for financing public libraries exists
in the State; and
WHEREAS, the California Library Association and many cities and counties
throughout the State support a new and more stable method of
continuing public library services;
NOW, THEREFORE, BE IT RESOLVED THAT the City Council of the City of Carson,
California hereby endorses and supports the passage of SB 1448 (Roberti) by the
Legislature which would allow the use of Benefit Assessment as a method of financing
local library services if adopted by the elected local governing Board and following an
election in which the will of the property owners is supportive.

I, Helen S. Kawagoe, City Clerk of the City of Carson, California, do hereby certify
that the whole number of members of the City Council of said City is five; that the foregoing
resolution, being Resolution No. 94-034 was duly and regularly adopted by the City Council
of said City at a regular meeting of said Council, duly and regularly held on the 5th day of
April, 1994, and that the same was so passed and adopted by the following vote:
