Fereday reported that the minutes of the meetings were
being biased by staff and moved to require approval of the
minutes by the committee before being submitted to the City
Council for action. It was noted that this will delay
action on any recommendation by 4-6 weeks. Clark seconded.
The motion carried.
The committee reviewed the letter (attached) from Clint
Warren and the correspondence (attached) from
Toothman-Orton Engineering regarding provision of taxiways
in front of the row of old hangars.
The committee focused its discussion on rates, area to be
leased in front of the hangars and the impact on the jet
ramp, use of the area in front of the hangars for vehicle
and aircraft parking, color, and the replacement of metal
on the North side of the buildings. After lengthy
discussion, Colburn moved to renew the old hangar leases
under the following terms and conditions:
1. That leases not be extended for 20 years, but only
for five years, at which time they may be renewed, but that
at that time, the city reserves the right to require the
lease of more land, contingent upon the relocation of the
Jet ramp, as addressed in the Airport Master Plan;
2. That the owners will pave, to city
specifications,the area between the hangars and the edge
of the existing jet ramp, in the 1992 construction season;
3. That the owners will replace all damaged metal on
the Northerly side ( the door side facing the ramp area) of
the building and shall paint the building on all sides to
match the May Hardware hangar ( that on the Westerly end
of the row) in the 1992 construction season;
4. That the owners will not, for the term of this
lease be required to rent additional land in front of the
hangars and therefore, no motor vehicle or aircraft will be
permitted to park in front of the hangars. Vehicles may be
parked inside the hangar while flying or at some designated
parking area off of the aircraft ramps. Vehicles and
aircraft may be stopped and stand for loading and unloading
in front of the hangars. Unattended vehicles or
aircraft will be regarded as parked.
Wolf seconded the motion. The motion carried with Fereday
abstaining from the vote.
III. FUEL DUMP
Staff reported that the Idaho Community Development Block
Grant Program was willing to discuss a grant for the public
improvements (street, water and sewer.) After discussion
of vertical, horizontal and underground tank costs, Mr.
Wolf agreed to talk with Judd DuBoer about his concerns
about the possible location.
IV. FLIGHTLINE SYSTEMS, LEASE AND OPTION
After discussion, the staff was asked to invite
of the firm to appear at the November meeting and to review
plans of the similar projects constructed at other
airports.
V. OUTSTANDING LEASES:
The status of the Effinger and Senfield leases was noted.
If the spaces are requested, these proposed tenants, having
no deposit on the land, will be asked to execute the lease
in a reasonable period or the land will be made available
to others.
VI. STATUS REPORTS:
-- Water line installation: The work is in progress.
AWOS: The contractor has broken the electrical and
power cable on three separate occasions during
the water line construction. He will be billed
for the repair cost.
1991-1992 Budget: No funds are available for
capital improvements for the year.
VII. ADJOURNMENT:
Without further business, the meeting adjourned at 9 a.m.

Old T-Hangars / Jet Ramp
Kim;
Attached are two layouts of the taxilane and parking
arrangements near the old T-Hangars and the Jet Ramp. They
indicate two approaches to resolving the lease arrangements on
the Airport.
ALTERNATIVE #1
1. This indicates 40' of parking in front of the old T-
Hangars and 50' in front of the new hangar.
2. The taxilane C must be 57.5' from a parking area on
either side.
3. The GA Parking must be 65.5' from a taxiway if, .
4. BY THE STANDARDS - this leaves no functional GA
parking. 9
ALTERNATIVE #2
1. This makes no allowance for aircraft parking in front
of either the T-Hangars or the New Hangar.
2. The taxilane C again must have 57.5' separation to
each side.
3. The GA parking must be 65.5' from any taxiway t .
4. BY THE STANDARDS - this leaves only a modest GA
parking area.

RE; CHANGE OF MEETING DATE
I recently mailed the agenda for the Nov 6 regular
meeting. Today I received a letter from Flightline Systems
indicating that they will be unable to make that meeting
and asked to be rescheduled for the December meeting.
Also, Nov. 5 is election day and I may be out late that
night.
I would like to ask that we stay briefly after the special
meeting with the Council and Transportation Committee on
Nov. 7 to conduct a short Airport Committee meeting. I
have polled most of the committee members and this seemed
satisfactory. Hope you can make it then.
