SUBJECT: AMENDMENT TO THE 2014 REORGANIZATION DATE FOR CITY
COUNCIL-SELECTION OF MAYOR AND MAYOR PRO TEM
RECOMMENDATION:
The City Council is requested to:
a) Consider the request to amend the date of the 2014 City Council reorganization;
and
b) Provide staff with the necessary direction to address request from Mayor
Sternquist.
BACKGROUND:
1. On May 25, 1960, the City of Temple City was incorporated.
2 . On April 16, 1971, the City of Temple City beca me a Charter City. While most of
California 's incorporated communities are general law cities governed according
to the dictates of state statutes, the City of Temple City is operated largely in
accordance with the City's Charter.
3. On November 16, 201 0, the City Council conducted a noticed meeting and
adopted Resolution 10-4695 confirming its previous Ru les of Order, but also
adding new "Protocols" governing the expected ethical conduct of City
Councilmembers, Commissioners, and Board members. The City Council has
long utilized rules of order to organize and run its meetings and those of its boards
and commissions.
4 . On April 12, 2012 , in accordance with the best practice of periodically reviewing
the Rules of Order and Protocols, the City Council conducted a noticed public

review of these documents. As a result of that review, Council determined that it
was in the best interest of the City and its citizens to amend certain sections of the
Rules of Order and Protocols, and instructed the City Attorney's Office to prepare
the necessary resolution.
5. On October 17, 2013, staff received an email from Mayor Sternquist inquiring
about the procedure to amend the date of the City Council re-organization based
on the anticipated Mayor's State of the City address scheduled for the first
meeting in March 2014.
ANALYSIS:
Mayor Sternquist has requested that an amendment to the date of the 2014 City Council
reorganization (selection of mayor and mayor pro tern) be added to the agenda for
Council's consideration pursuant to the City Council and City Commission Meetings
Protocol Section 11, which reads in relevant part :
"Individual Councilmembers may place an item on the Agenda by
contacting the City Manager the Monday before the Agenda deadline. The
City Manager will make every effort to place the item on the next
succeeding Agenda. . ... "
The reorganization of the Council is done annually as set forth in Section 601 of the City
Charter, Mayor -Mayor Pro Tempore:
"By the affirmative votes of not less than three (3) members, the city
council shall choose one of its members as mayor, and one of its
members as mayor pro tempore, upon the following occasions :
A. In odd numbered-years, at the regular council meeting-held-for the
purpose of canvassing the results of the general municipal election;
and
B. In even numbered years, at the first regular council meeting held
during the month of March; or
C. At such other times as a majority of the council shall so order. The
councilman chosen as mayor shall, in addition to the petformance of
this duties as a councilman, preside at all city council meetings,
represent the city as the ceremonial head of city government, and
petform such other acts as may be required of him, as directed by the
city council, consistent with this charter, ordinance of the· city or other
applicable law. In the case of the absence or disability of the mayor,
the mayor pro tempore shall act in his place and stead."

As the Mayor's State of City's Address will be given during the first meeting in March,
Mayor Sternquist is recommending that the reorganization of the City Council in 2014
be conducted during the second meeting in March in order to not have the State of the
City Address and reorganization occur at the same meeting so that the new Mayor will
receive the respect and attention due him on the night of the City Council
reorganization.
CONCLUSION:
City Council is requested to discuss this matter and provide direction to staff.
FISCAL IMPACT:
This item does not have an impact on the Fiscal Year (FY) 2013-14 City Budget.
