COUNCIL “BROWN BAGEL” WORK SESSION, JUNE 13, 2013
CALL TO ORDER
The June 13, 2013, Brown Bagel W ork Session was convened at 7:30 A.M. by President
Pro Tempore Bob Scrivner in the absence of Mayor Eric Struemph.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Branch, Bray, Henry, Prather, Schulte, and Scrivner
Absent: Graham and Mihalevich
Arrived after meeting convened: **Carroll (arrived at 7:42 A.M.)
*Hussey (arrived at 7:40 A.M.)
A quorum was present.
DISCUSSION OF AGENDA ITEMS
CONSENT AGENDA:
Councilman Rick Prather asked questions regarding the Workers Compensation Excess
Carrier renewal process.
BILLS:
2013-30 (Police Personnel Board Rules & Regulations) – The Council asked for a
marked-up copy to see the specific changes being proposed.
2013-31 (Sidewalk Café Permits) – Questions were asked and discussion held
regarding this issue as it pertained to insurance requirements.
*Councilman Ken Hussey arrived at 7:40 during the discussion of 2013-31.
**Councilwoman Carrie Carroll arrived at 7:42 during the discussion of 2013-32.
Councilwoman Carroll stated she would be willing to withdraw Bill 2013-31 if the Council
would like more time to discuss the issue in the Administration Committee.
2013-28 (Grant Procedures) – City Counselor Drew Hilpert explained the changes in
the Substitute Bill 2013-28 which will be distributed to the Council after this meeting.

RESOLUTIONS:
RS2013-16 (Concurrence with County’s selection of CMPS for joint project) –
Councilman Bob Scrivner asked Acting Public Works Director Matt Morasch to provide
information regarding how the City and County cooperate on these contracts.
RS2013-17 (Permissive Use of Parking Lot #3) – A lengthy discussion was held
regarding the issue of permitting alcohol to be served on the 4th of July as well as
parking. President Pro Tempore Scrivner suggested bringing these questions and
comments up at Monday night’s Regular Council Meeting.
ADJOURNMENT
A motion to adjourn was made by Councilman Shawn Schulte, seconded by Councilman
Larry Henry, and approved unanimously at 8:15 A.M.
