HomeMy Public PortalAbout20130718budgetworksession1 COUNCIL WORK SESSION – JULY 18, 2013 (BUDGET COMMITTEE) CALL TO ORDER The Council Budget Committee Work Session of July 18, 2013, was convened at 5:33 P.M. by Councilman Shawn Schulte, Finance Committee Chairman. ROLL CALL The following Council Members were present for the roll call: Present: Branch, Bray, Graham, Mihalevich, Prather, Schulte, and Scrivner Absent: Carroll, Henry, and Hussey A quorum was declared present. MAYOR PRESENTS BUDGET Chairman Schulte asked Mayor Eric Struemph to make a presentation to the Committe e regarding his proposed budget. Mayor Struemph made remarks regarding what he considered the highlights of his proposed budget. BUDGET MEETINGS AND ISSUES Chairman Schulte stated he would prefer to hold over the discussion of revenue until the next Committee meeting. Chairman Schulte asked Interim Finance Director Bill Betts to explain how the budget is laid out. Mr. Betts explained the budget books distributed to the Council, and also how information regarding the budget and budget meetings will be made available from the home page of the City’s website throughout the budget season. City Administrator Nathan Nickolaus gave a brief overview of what he will be presenting and asked Council Members to submit any questions to him in writing so he can rel ay those to the Departments. Chairman Schulte suggested making a change to the Budget Committee meeting schedule by eliminating the Saturday, July 27 meeting and have the first meeting 2 COUNCIL WORK SESSION – JULY 18, 2013 (BUDGET COMMITTEE) instead on Monday, July 29. There were no objections to this suggested change, and staff was directed to amend the meeting schedule and notify everyone accordingly. He indicated that Department Directors will be given an opportunity to make their presentation to the Council when their budget items come up. Chairman Schulte explained the procedure for discussing individual items on the budget. Any changes (placing items on the “parking lot”) shall be accomplished by motion, second, and majority vote, and will require that each addition be accompanied by an offset in the same amount, taken from where the Council Member suggest the funds should come. ADJOURNMENT As no other business came before the Committee at this time, a motion for adjournment was made by Councilman Ralph Bray, seconded by Councilman Bob Scrivner, and approved unanimously at 6:05 P.M.
