HomeMy Public PortalAbout20130812budgetworksession1 COUNCIL WORK SESSION – AU GUST 12, 2013 (BUDGET COMMITTEE) CALL TO ORDER The Council Budget Committee Work Session of August 12, 2013, was convened at 5:30 P.M. by Councilman Shawn Schulte, Finance Committee Chairman. ROLL CALL The following Council Members were present for the roll call: Present: Branch, Graham, Henry, Hussey, Mihalevich, Prather, and Schulte Absent: Bray Arrived after roll call: Carroll and Scrivner (both arrived at 5:34 P.M.) A quorum was declared present. MISCELLANEOUS ANNOUNCEMENTS Chairman Schulte announced that Department Directors will begin presenting their respective budgets tonight, and have been asked to inform Council of their “pink sheet” items which they had submitted for this year’s budget whether those were included in the budget or not. *Councilwoman Carroll and Councilman Scrivner arrived during this part of the meeting (5:34 P.M.) POLICE DEPARTMENT BUDGET Chief Roger Schroeder presented his Department’s budget, and gave information on the different Sections and their respective functions within the Police Department’s organizational structure. Following his presentation, he stated that the Department had one pink sheet item which was not included in the budget: replacement of the HVAC in the Police Department building. Following discussion and questions and answers, Councilwoman Carroll asked Interim Finance Director Bill Betts to provide some options where some of the funds might be found to fund the needed HVAC, and also to find out if it could be done in phases. 2 COUNCIL WORK SESSION – AU GUST 12, 2013 (BUDGET COMMITTEE) Chief Schroeder was also asked to provide an explanation why the salary for the MUSTANG function was higher this year than last year. No actions were taken on the Police Department budget at this time. MAYOR & CITY COUNCIL – ADMINISTRATION – CITY CLERK City Administrator Nathan Nickolaus presented the budget for each of the following budgets: 1. Mayor and City Council 2. Administration (City Administrator) 3. City Clerk Following his presentation, he answered questions regarding cost savings for the digital records program. At the conclusion of Mr. Nickolaus’s presentation, the following action was taken on the Administration (City Administrator) budget: Motion #1 – Councilman Shawn Schulte moved to eliminate the Communications Manager position from the City Administrator’s budget and remove it from the vacancy savings. The motion was seconded by Councilman Rick Mihalevich, and defeated by the following roll-call vote: Aye: Mihalevich and Schulte Nay: Branch, Carroll Graham, Henry, Hussey, Prather, and Scrivner PUBLIC WORKS Interim Public Works Director Matt Morasch presented the Public Works budget, which included the enterprise funds which fall into the Public Works Department. Following the presentation, Councilman Carlos M. Graham asked staff to provide a list of employees which take home city vehicles after hours and the number of time they had to be dispatched to use those vehicles. 3 COUNCIL WORK SESSION – AU GUST 12, 2013 (BUDGET COMMITTEE) No actions were taken on the Public Works budget at this time. ANNOUNCEMENTS Chairman Schulte announced that the next Budget Committee meeting is scheduled for Thursday, August 15, at 5:30 P.M., at which time they will hear from the rest of the Departments on their budgets. He also announced that the public hearing on the budget is scheduled to be held at the August 19 Regular Council meeting, and encouraged the public to attend and provide their input. ADJOURNMENT A motion for adjournment was made by Councilman Bob Scrivner, seconded by Councilman Carlos M. Graham, and approved unanimously at 7:15 P.M.
