COUNCIL “BROWN BAGEL” WORK SESSION, AUGUST 15, 2013
CALL TO ORDER
The August 15, 2013, Brown Bagel W ork Session was convened at 7:32 A.M. by Mayor
Eric Struemph.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Branch, Carroll, Bray, Henry, Hussey, Mihalevich, Prather, and
Scrivner
Absent: Graham and Schulte
A quorum was present.
DISCUSSION OF AGENDA ITEMS
BILLS:
2013-52 (Setting Property Tax Levy) – Questions were asked regarding the ceiling and
process for increasing the levy.
2013-63 (Amending Personnel Policy Manual Regarding Floating Holidays) –
Several questions were asked by Council and answered by staff.
2013-44 (Amending Code Pertaining to Sidewalk Café Regulations) – Councilman
Prather stated he will be offering an amendment and send out a substitute bill to raise
the insurance requirement from $300,000 to $500,000.
2013-46 (Authorizing Sale of Real Estate to Alex Mastrogiannis) – City Counselor
Drew Hilpert stated he would request the Council to place this on the Informal Calendar
as MoDOT has indicated they need time to research whether the City is permitted by the
state to sell that property.
City Counselor Drew Hilpert stated there may be a bill authorizing a development
agreement which might require an amendment to the agenda to add it as a Bill
Introduced on Monday night.
