CITY COUNCIL SPECIAL MEETING
BREAKFAST MEETING WITH SUPERVISOR ANTONOVICH
NOVEMBER 6, 2013
1. CALL TO ORDER
Mayor Sternquist called the meeting to order at 8:12a.m.
2. INTRODUCTIONS
Introduction of City and County staff.
3. JOINT ACCOMPLISHMENTS
a. Rosemead I Callita I Sultana Intersection Improvements

Collaboration improved traffic circulation and safety at the Rosemead
Boulevard I Callita Street I Sultana Avenue intersection.
Mayor Pro Tem Blum thanked Supervisor Antonovich and his staff for the
safety improvements at the intersection of Callita Street and Sultanta Avenue
on Rosemead Boulevard.
b. Rosemead Boulevard Construction Coordination
Collaboration produced timely construction schedule with anticipated
Rosemead Boulevard Project completion Spring 2014.
Mayor Pro Tem Blum gave an update on the Rosemead Boulevard Safety
Enhancement and Beautification Project and reported on the progress of the
project.
c. Tree Planting Grant Program
$70,000 County grant allowed for the replanting of 288 trees lost frorn the 2011
windstorm.
Parks and Director Burroughs reported that the City lost approximately 500
mature trees within the City. Thanks to the County's grant, the City has been
able to replant over 280 of the 300 parkway trees damaged from the 2011
windstorm and working on the remainder of the trees to be planted.
4. CURRENT ISSUES I PRIORITY NEEDS
a. Civic Center Master Plan -Library Needs Assessment

Master planning will catalyze a new civic center, including a new and larger
County library.
Linda Demmers, City's Library Needs Assessment Consultant, gave a
presentation regarding her findings and reported on the existing library facility
conditions and deficiencies. She also reported on the Temple City Library
Survey regarding the features the residents would like to see added to the
current library.
Councilmember Yu briefly introduced the City's Public Private Partnership (P3)
Project; the Civic Center Master Plan. This project potentially involves the
City, Temple City Unified School District, and the County's library in Temple
City.
Councilmember Yu left the meeting at 8:48p.m.
Supervisor Antonovich commented that he is a big supporter of libraries and
agreed that the best way to update the library in Temple City would be through
a joint partnership of agencies.
b. Focused Improvements and Code Enforcement along Rosemead Boulevard
Target street paving and code enforcement of County properties along
Rosemead Boulevard.
Mayor Pro Tern Blum requested support from the County's code enforcement
for the properties west of the City along Rosemead Boulevard near the Eaton
Wash.
Lance Grindle, Head of Public Works City Services Section, responded that
the County will get together and work with the City to improve code
enforcement along Rosemead Boulevard.
c. Sheriff Department's Response Times
Develop a plan that achieves faster response times to Temple City from
Temple Station.
Community Development Director Persico reported the need for Temple
Sheriff's Station to improve their response times to the Temple City
community. Temple City is looking for parity with some of the adjacent cities
(e.g., Arcadia and Alhambra).
Captain Nee stated that the Temple Sheriff's Station is committed to the City
and will work on further improvement of their response time.

d. Public Safety Realignment
Define a strategy that addresses the early release of inmates from State
prisons, and its impact to Temple City.
Mayor Pro Tern Blum spoke about the community's concern for safety due the
early release of inmates from State prisons.
Supervisor Antonovich commented that this is where the residents need to
appeal to the State Legislatures to repeal this law.
Anna Pembedjian, Justice Deputy and Reaver Bingham, Chief of County's
Probation Department, spoke regarding the probation and realignment of
inmates. The County is looking into a solution for maximizing time served.
5. FUTURE OPPORTUNITIES
a. Parks and Open Space Master Plan
Develop new parks at shared borders and further investigate regional walking
trails on Eaton Wash and possible park at Rosemead Boulevard and Emperor.
Council member Vizcarra spoke about the City's parks and open space needs.
He shared that the City will be engaging the water companies for a joint use
agreement to utilize their water pumping stations as possible open space. He
also reported that the City is interested in using the property on either side of
the Eaton Wash as a possible open space. We would like to establish a joint
partnership with the County to utilize the land along the Eaton Wash for either
a walking trail or pocket parks (i.e., Rosemead and Olive).
Norma Garcia, County's Parks and Recreation Deputy Director, responded
that she would be happy to work with the City for a walking or bike trail
development along the Eaton Wash. Supervisor Antonovich has given his
support for this development in the 5th district (i.e., all or part of the San
Gabriel, Pomona, San Fernando, Santa Clarita and Antellope Valleys).
b. Public Art Program
Support expansion of Temple City's newly created Arts in Public Places
Program.
Councilmember Vizcarra provided a status report and . shared the
accomplishments of the City's Arts in Public Places Program.
6. PUBLIC COMMENTS
Ken Knollenberg, Temple City resident, thanked the City and the Temple Sheriff's
station for their quick response and assistance on the school's bomb threats.
