COUNCIL WORK SESSION – AUGUST 26, 2013
(BUDGET COMMITTEE)
CALL TO ORDER
The Council Budget Committee Work Session of August 26, 2013, was convened at
5:33 P.M. by Councilman Shawn Schulte, Finance Committee Chairman.
ROLL CALL
The following Budget Committee Members were present for the roll call:
Present: Branch, Bray, Graham, Henry, Hussey, Mihalevich, Prather,
Schulte, and Scrivner
Absent: *Carroll (arrived at 5:47 P.M.)
A quorum was declared present.
PARKS & RECREATION BUDGET
Parks and Recreation Department Director Bill Lockwood presented his Department’s
budget, and explained how the Parks and Recreation Commission budget is prepared
and tracked annually. Following his presentation he answered questions asked by the
Committee members.
*Councilwoman Carrie Carroll arrived during this presentation (5:47 P.M.)
No actions were taken on the Parks and Recreation Department budget at this time.
DISCUSSION
Chairman Schulte asked City Administrator Nathan Nickolaus to explain where the
City’s finances would be on next year’s budget if the City began next year’s budget
process today. Mr. Nickolaus stated that the City would finance net would be about
$345 thousand in the negative on day one.

ACTIONS TAKEN ON THE BUDGET
With all Department presentations completed, Chairman Schulte a nnounced that he will
now entertain any motions to amend the budget as it currently stands.
Motion #1:
A motion was made by Councilman Rick Mihalevich to increase the Salute to America
fund by $5,000, and increase the Cultural Arts Commission fund by $2,500, with the
offset being taken from the $7,500 “floating holiday” item. The motion was seconded by
Councilman Ken Hussey. Following discussion, Councilman Mihalevich withdrew his
motion, and Councilman Hussey withdrew his second.
Motion #1 re-stated:
Councilman Mihalevich restated Motion #1 as follows: The Salute to America fund shall
show $10,000 by moving $5,000 from the Special Events fund into the Salute to
America fund. The motion was seconded by Councilman Ken Hussey, and approved
unanimously by the following roll-call vote:
Aye: Branch, Bray, Carroll, Graham, Henry, Hussey, Mihalevich, Prather,
Schulte, and Scrivner
Nay: None
Motion #2:
Councilman Rick Mihalevich made a motion to move $2,500 from the Contingency fund
to the Cultural Arts Commission fund. The motion was seconded by Councilwoman
Carrie Carroll, and approved by the following roll-call vote:
Aye: Branch, Carroll, Graham, Hussey, Mihalevich, Prather, and Scrivner
Nay: Bray, Henry, and Schulte
Motion #3:
Councilman Ken Hussey moved to delete the $130,000 funded for a Finance Director,
and allocate to pink sheet items as follow:
1. $60,000 to purchase a “patch truck” for Public Works

2. $14,000 to purchase application tracking software for Human Resources
3. $2,000 for an electronic door lock for Human Resources
4. $8,500 to purchase a Public Works trailer
5. The remaining $45,500 placed into the Contingency fund
The motion was seconded by Councilwoman Carrie Carroll.
Following a lengthy discussion, Councilman Ralph Bray called the question, seconded
by Councilman Rick Prather, and call for question was approved unanimously.
Motion #3 was then defeated by the following roll-call vote:
Aye: Carroll, Graham, Hussey, and Scrivner
Nay: Branch, Bray, Henry, Mihalevich, Prather, and Schulte
Motion #4:
A motion was made by Councilman Ralph Bray to eliminate the Contingency fund in its
entirety and move it to the Fund Balance, seconded by Councilman Rick Prather.
Following a lengthy discussion, the motion was approved by the following roll-call vote:
Aye: Branch, Bray, Henry, Mihalevich, Prather, Schulte, and Scrivner
Nay: Carroll, Graham, and Hussey
Motion #5:
Councilwoman Carrie Carroll made a motion to take $7,500 out of the Fund Balance to
fund the two floating holidays which were proposed in the City Administrator’s budget,
seconded by Councilman Ken Hussey.
Following discussion, Councilwoman Carroll withdrew her motion and Councilman
Hussey withdrew his second.
DISCUSSION
Discussion was held regarding whether to have another Budget Committee meeting to
continue discussing issues that some members believed have not been fully discussed.

The Committee agreed that they could attend a meeting scheduled for Thursday,
August 29, at 5:30 P.M. Chairman Schulte announced that a meeting will be scheduled
and posted for that time and date.
ADJOURNMENT
A motion for adjournment was made by Councilman Ralph Bray, seconded by
Councilman Carlos M. Graham, and approved unanimously at 7:15 P.M.
