Wayne Neddermeyer - Mayor in Chair Priscilla Arens - Clerk All members present. Harold Glampe and Dwaine Osier appeared to present' their application for licenses for off -sale liquor, on -sale liquor, off -sale beer, on -sale beer and cigarettes at Frank and Laura's, which establishment they are purchasing as of February 1, 1968. Moved by Harold Winterhalter that ypon receipt of all monies necessary, the Mayor and Clerk be authorized to issue the necessary licenses for off-sple intoticaticating liquor, on -sale intoxicating liquor, off -sale non -intoxicating malt liquor, obi -sale non -intoxicating malt liquor and cigarettes, to Harold E. Glampe and Dwaine J. Osier. Seconded by Rayburn Anderson Motion carried. Moved by Harold Winterhalter that Harold Glampe and Dwaine Osier be so notified that refsdency in Medina Village will be required to take place by Jelly 1, 1968 in compliance trith the requirement concerning the liquor license. Attesi�t.�' Clerk Mayor The Council of the Village of Medina met in a special session as a Public Hearing on the Sewer and Water project in the Hamel area, in the Medina Ballroom, on Tuesday evening, January 23, 1968 at 8:10 P. M. Wayne Neddermeyer - Mayor in Chair Priscilla Arens - Clerk All members of the Council, Engineer William Mills and Attorney George Gubbins present. The Mayor introduced all the members of the Council and gave a resume of the financial standing of the Village. William Mills gave a detailed report of the Lay --outs and routes of the sewer, showing the different proposals and estimated costs and explanation as to which proposed lay -outs he considered the best, using maps to point up the matters considered. Be then opened the meeting to questions. Clyde Railsbach: Moved to dispense with tape recorder. Seconded., Motion carried. Bill Toredor: Has a sewer disposal plant. Can we tie in at a future date? Mills: Are you asking for time to tie in or not being assessed? Toredor: Not be assessed. Mills: Not according $:o law. Mr. Betker: Down by Creek places that voted for it. Mills: People would be assessed for it. Betker: Would this be costing us $6.04 too? Mills: Yes Matt Leuer: Do I have to pay on County Road 9? Mills: None on Co. 9, however on Co. 116. Matt: Would I be assessed if it came on #9? Mills: Yes Floyd Woods: The Drive-in Theater, Brookview Club, Dave Dates Apartments - I think they should be assessed the same as everybody e.ee. Why shouldn't they be assessed? Mills: Every property holder pays the same on frontage and same on unit basis - that would be the same basis. V. Halfanz: Why bay property on #116? Mills: That is private land. Balfanz: Would I get the same? 68 Clifford Fortin: I have some questions: 1 - Why is every one so concerned about Bookview? 2 - Every time we have a wet year or month our property gets all the water from the lots east of us - Why is no thought given to drainage water? Mills: You cannot put storm water in the sewage. Harold Winterhalter: 0n the original petition they were not to be included. (This refers to Brookview). They approached us when they heard of the plans. It was extended to them as a service and was a means of savings to the rest. A representative of Brookview: In time you will be happy - The Club will increase the value of your property. Wally Doerr: If you take Alternate A and moved the sewer up 4116 to west side instead of East side, there would be no frontage on the east side. Costs going up in future years, would you venture a guess what the increase would be. Mills: 3.2 wage increase, etc., 3% to 5% compounded each year. Doerr: Would uou want to make any comparison between this and value of property. Mills: Value increases with sewer. H. Winterhalter: So far it appears that most of the discussion had been on economics. What hasn't been brought up is the need. We have problems of pollution. If we don't do something, we may be foroed to do so. David Gates: Could you correlate the difference between privately built rather thah by having the State come in? Mills: The State has been looking for a test case. If the State built it would most probably be 10 or 1% more. Max Goracke - Consolidated Land Co.: Why do you recommend Alternate A vs Alternate C? I prefer Alternate C. Is line along #55 a lateral? Mills: Yes Goracke: Is line in a favor to Brookview? W. Neddermeyer: Plan C is for a second lift station which is more expensive. I think Brookview should pay frontage. Goracke: I don't think I should pay for Brookview. W. Neddermeyer: We may have residents who are opposed to it also. Mills: Alternate C and A - Alternate C 3000 more than A. 2 - Assessment on the side lot - other people along this line too. 3 - 1000 - those people asked. Harold Winterhalter: You do own property further north and east - don't you feel that the extension up that way would enhance the valueof that property? Goracke: No Julius Dorweiler: How about north? Mills: 1000 Julius Dorweiler: How would you assess interior property with the frontage? I have large frontage - $6000.00 - if I developed with a division,. I PAY on three sides, some others no assessments such as Brookview. Mills: Always someone is hurt. Dorweiler: I'm not in favor when I don't know the cost to me. Mills: There is no way possible to tell exactly how much it will cost. Dorweiler: I want something more definite about policy of assessment. Gubbins: There are three alternatives for assessing: 1 - Area - that is footage or acreage. 2 - Front footage 3 - Zoning - Like Nicollet Mall - Hottest area highest and then down. For this situation front footage is best. Dorweiler: Where front footage is not most equitable, cannot there be other ways. Gubbins: Thid id strictly an informative meeting. The special assessments will depend on the bids. At that time they can be given exactly. Dorweiler: The Council knows where they are, but we do not know what it is going to cost us. Gubbins: When the engineer makes recommendations and the Council opens the bids and finds out what it is, until then they don't know the cost. Floyd Woods: Property described - how far south in a dead line along #116? Mills: This land is for sale. Man representing Elwell Property: Does this not come up to the Elwell Property? Mills: No Elwell Representative: Would it take care of more? Mills: No, is not designated to take care of more. Elwell: Will this not be able to take care of more in future. Anne Dorweiler: Would the law accept two ways of assessing? G ubbins: As long as there is an equal application and fair, it wan be applied by Village. With reference to a combination of two ways, as far as I know there has never been a case. 70 Balfanz: Asked if some would be double assessment. Mills: No, Can charge connection. Doerr: If lines are only 8 inches, have we designed it for use by any industry? Mills: If anyone comes in to process food, we have trouble. We will build new lines later on. Harold Winterhalter: What is the possibility of obtaining Federal Aid and approximately what aie we talking about in dollars if we receive aid? Mills: Possibility of 30% of everything except land itself, etc. Goracke: What is people equivalent? Mills: Normal household - 3 1/3 people. Goracke: Are we approaching capacity of 1000 people planned? Mills: If everyone hooked up at present, it would only be 2/3 maybe. Ten years - 1000 people. Joe Raskob: Could you explain the average cost to a household? Mills:100foot lot - 1 hook up - 1 unit $604.00 - $447.00 - Total $1051.00 20 years - $52.55 annual payment - lst year $115.61 - last year $55.70/ 30 year bond issue $35.00 annual - first payment $98.00 - last payment $37.00/ Julius Dorweiler: Mine would be $1156/a year. I don't make that much money. Mr. Mills then gave a detailed explanation of the proposed water system. Clyde Railsbach: Where do you get the 300? Mills: There are about 200 right now. Dennis Butz: Why don't we build a larger plant? Mills: You would not want to pay for it. Dower: Have you given any consideration to buying Brookview wells? Mills: No - there are many problems. Dower: Has the data from Brookview been made available to you? Mills: Yes Doerr: Will it make our cost more because of water draw down? Mills: No - too far away. Man from Brookview: How soon will we know if the Village of Medina is going ahead with this? Mills: Sewer - we should push ahead rapidly. Man from Brookview: We have gone aheadwcith our well. We have another well we have to dig for the club house. Doer: Would you tell us how much it is now costing us for our private well system compared to new system. Mills: Cheaper for system. Goracke: Are connection charges wwem hookup is made? Mills: Depends - if using. Clyde Railsback: Where does connection fees go to? Mills: Pay off the bonds. Railsback: What is average cost of hook-up? Mills: $3.00 to ##5.00 per foot. For water $3.00 to $4.00 per foot. David Gates: Could we run sewer and water line in same trench? Mills: I think so - on private property - you can run them in same trench. Julius Dorweiler: The decision to proceed rests on whose shoulders? Neddermeyer: The Council Dennis Butz: Once the sewer system is in, when do you have to hook-up? Neddermeyer: If your system goes to pieces, you have to put in the sewer. Mills: Cheaper to hook up on sewer - also cheaper to kook up to water system. Winterhalter: Ba d on the average home owners property of a $15,000.00 to $18,000.00;"'r a water system, he would save $8.00 to $10.00 per year on insurance premium. Doerr: Do you figure on a softening plant for water system? Mills: No Winterhalter: Any action I take will be as your representative and not my personal preference.
