GREENCASTLE COMMON COUNCIL
EXECUTIVE SESSION
THURSDAY, MAY 14, 1998 6:30 P.M. CITY HALL
The Greencastle Common Council met in Executive Session Thursday, May 14, 1998, 6:30 p.m.
at City Hall. Mayor Michael called the meeting to order. On the Roll Call, the following were
found to be present: Councilor Roach, Councilor Hammer, Councilor Green and Councilor
Masten. Councilor Baynard was absent.
Mayor Michael stated that she has talked to Richard Brown, Dick Brown's son, regarding the lot
on Indiana Street and Columbia Street owned by Dick Brown. Richard Brown told the Mayor
that the lot could be sold to the City for $45,000.00 (forty five thousand dollars). Mayor Michael
stated the City would offer $35,000.00 for the lot. Councilor Masten asked how she arrived at
that figure since the average of the two 1996 appraisals was $29,500.00 (twenty nine thousand five
hundred dollars). The City cannot offer more than the average of the two appraisals. The
• consensus of Council is to offer the $29,500.00.
Terry Osbom, President of First Citizens Bank, was present. Mr. Osborn read a thank you letter
from First Citizens Bank thanking the Council for Resolution 1998 -10, Honoring First Citizens
135th Birthday. Councilor Masten stated there is a possibility of the City acquiring the Locust
Street Branch of First Citizens Bank. Mr. Osborn stated there is excess space at the Indiana Street
Branch and the bank doesn't feel they need the extra building and is willing to offer it to the City
along with the parking lot on Franklin Street for $600,000.00 (six hundred thousand dollars). Mr.
Osborn explained the building is 17 years old, has approximately 11,000 square feet and is insured
for over $ I million. Councilor Masten stated that he has received a letter from Senator Connie
Lawson regarding Build Indiana Funds that could be available for the purchase.
Councilor Roach made the motion to authorize Clerk- Treasurer Jones to get two appraisals,
seconded by Councilor Hammer. Vote was unanimous.
Motion to adjourn made by Councilor Roach, seconded by Councilor Hammer. Vote was
unanimous. 1
