SUBJECT: CONSIDERATION TO RELAX THE EN FORCEMENT OF OV ERNIGHT
PARKING RESTRIC TIONS D URING THE"HOLI DAY SEASON
RECO MMENDATI ON :
The City Council is requested to re l ax the enforcement of the overnight parking
restrictions from 12:00 a.m. mid-night on Sunday, December 15, 2013 to 11:59 p.m .,
Sunday, January 5, 20 14.
BACKGRO UND:
1. On December 21, 2010, the City Council approved, by minute order, a motion to
relax the enforcement of the overnight parking restricti on from mid-night December
21, 2010 to mid-night on January 3, 2011.
2 . On November 1, 2011, the City Council approved by minute order, a motion to
re lax the enforcement of the overnight park ing restriction from mid -night December
17, 2011 to mid-night on January 8, 2012.
3. On November 6, 2012, the City Council approved by minute order, a m otion to
relax the enforcement of the overnight parking restriction from mid-night Decembe r
16, 201 to 11:59 p.m. on January 6, 2013.
ANALYSIS :
Fo r the past three years the City Council has relaxed t he e nforcement of the overnigh t
parking restrictions to allow families to gather during the holiday season without having
to worry about obtain i ng an overnight pa rking permi t. The Overnigh t Parking Ordin a nce
does not contain an exception for the City Manager, or other staff mem be rs, to suspend
o r relax t he park ing restrictio n s. However , the City Coun ci l has the autho rity to

temporarily suspend enforcement of the overnight parking restrictions during a specified
period of time.
Staff is proposing that the City Council temporarily relax enforcement from 12:00 a.m.
mid-night on Sunday, December 15, 2013 to 11:59 p.m., Sunday, January 5, 2014.
Enforcement of the overnight parking restrictions will resume at 2:00 a.m. on Monday,
January 6, 2014.
Staff estimates that the total potential lost revenue from relaxing enforcement is
approximately $5,000, based upon average weekly revenue generated by the parking
enforcement program.
CONCLUSION:
The City Council has traditionally relaxed enforcement of the overnight parking
restrictions during the holiday season. Therefore, the City Council is requested to relax
the enforcement of the overnight parking restrictions from 12:00 a.m. mid-night on
Sunday, December 15, 2013 to 11:59 p.m., Sunday, January 5, 2014.
FISCAL IMPACT:
When developing the Fiscal Year (FY) 2013-14 City Budget, staff proposed
conservative revenue figures for paid parking citations and parking permits issued.
Therefore, this item would have a minimal impact on the FY 2013-14 City Budget.
