HomeMy Public PortalAbout95-067 RESOLUTION NO. 95-067 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON AMENDING THE CLASSIFICATION PLAN, RESOLUTION 77-111 ADOPTING THE CLASS SPECIFICATION FOR ECONOMIC DEVELOPMENT MANAGER. THE CITY COUNCIL OF THE CITY OF CARSON HEREBY RESOLVES AS FOLLOWS: Section 1. The Director of Personnel is authorized and directed under the provisions of Section 2797.3 of the Carson Municipal Code, to prepare and recommend position classification and compensation plans, after consultation with affected department directors, which become effective upon approval by the City Council Section 2. Rule III of the City of Carson Personnel Rules, provides that modifications to the Classification plan, Resolution 77-111, shall be made only after the Director of Personnel consults with the affected department directors and affected recognized employee organizations. Section 3. The Director of Personnel has consulted with the affected parties. Section 4. Class specification, salary range and bargaining unit allocation for Economic Development Manager, (AME) $4,378 - $5,587 is hereby adopted. EXAMPLES OF DUTIES Plans, directs, organizes and evaluates the work of professional and other staff, make recommendations pertaining to economic development and perform related duties as required; develops, implements and coordinates the City's economic development programs including: business retention/business attraction, commercial rehabilitation and Redevelopment Agency program marketing; coordinates the City's business assistance efforts including business workshops, seminars and awards programs; conducts economic research concerning the City's business base; conducts feasibility studies, demographic research and technical data compilation; establishes and maintains communication and coordination of activities with business organizations, private firms, public agencies and the general public to promote and facilitate economic development; evaluates proposals and negotiates agreements with business firms and developers for lease, sale or acquisition of land for development purposes; prepares and implements redevelopment plans, tax increment financing programs and assists developers with residential, office, commercial and industrial projects; may serve as staff to the Economic Development Committee. Administration and supervision'of the Job Clearinghouse and liaison with the Carson/Lomita/Torrance Private Industry Council. MINIMUM QUALIFICATIONS Education and Experience: Any combination equivalent to graduation from an accredited college or university with a Public Administration, Finance or directly related field, and four (4) years of full- time professional experience in economic development, redevelopment or real estate finance. Additional professional experience may substitute for the required education on a year-for-year basis up to four (4) years. Additional education in Economics, , Business Administration, Public Administration or Finance beyond the bachelor's degree may substitute for up to one year of the required experience on the basis of 30 semester units equaling one (1) year of experience. Knowledge of: Principles of supervision and training; principles of economics, statistics and sociology; research methods related to economic development; basic principles of land use planning; redevelopment, real estate acquisition and real estate financing. Ability : Supervise the day-to-day activity of assigned staff; analyze and supervise the systematic compilation of technical and statistical information and to prepare technical reports; negotiate agreements for sale or lease of land; establish and maintain effective working relationships with others; deal effectively with public relations problems; communicate effectively orally and in writing; make oral and written presentations; legally operate a,motor vehicle in the State of California.
