Jones Clerk- Treasurer GREENCASTLE COMMON COUNCIL SPECIAL SESSION TUESDAY, MAY 19, 1998 6:30 P.M. CITY HALL The Greencastle Common Council met in Special Session Tuesday, May 19, 1998, 6:30 p.m. at City Hall. Mayor Michael called the meeting to order. On the Roll Call, the following were found to be present: Councilor Roach, Councilor Hammer, Councilor Green, Councilor Baynard and Councilor Masten. Also present was City Attorney Selvia and Park Superintendent Staten. Attorney Selvia handed out a list of Personnel Policy Issues that have been given to her by Department Heads. The first issue discussed was Holidays as time worked. Mayor Michael stated she made an executive order in January 1996 stating that Holidays were time worked. CT Jones stated she was not informed of the executive order until around March. At that time CT Jones stated the Personnel Policy had conflicting statements regarding Holidays as time worked so she checked the ® FLSA manual. In the FLSA manual Holidays were not considered time worked and she has continued payroll calculating Holidays as time not worked stating the difference was not budgeted for in overtime calculations. Councilor Baynard left the meeting at this time. Councilor Masten made the motion to continue payroll as is, seconded by Councilor Roach. Vote was unanimous. It was requested that CT Jones calculate the difference between counting Holidays as time worked and counting them as time not worked. The second issue to be discussed was Section 4:3 and 3:04 3 -3; Clocking Out. Attornev Selvia started Water Superintendent Dale talked to her about this issue stating there are times when the guys have to go out right before quitting time to do something. He feels they should be able to call him when they have completed the job and he should be able to clock them out instead of them having to come back to the plant. Councilor Hammer made the motion to allow department heads to clock employees in and out, if needed. The department heads are the only ones allowed to do this other than the individuals themselves. No assistant department heads has the authority to clock another employee other than themselves in or out. Motion seconded by Councilor Green. Vote was unanimous. The next item pertains to pro - rating vacation days. Attorney Selvia stated that Water Superintendent Dale stated he doesn't think this is being done and if it isn't it should be taken out of the policy. After some discussion, Councilor Roach made the motion that as of January 1st each employee be granted one week vacation providing their probationary period is complete. Motion dies for lack of second. Councilor Roach suggested CT Jones check into a software 0 program to calculate vacation days. No decision was made on this issue. Councilor Roach leaves at 8:50 p.m. for a fire call. Returns at 9:05 p.m. It was decided that sick days and drug screens need to be discussed at a special session at a different time. Probationary Period and definition of "new employee" was discussed. It was decided that a person who transfers from one department to another would not be on probation. Attornev Selvia will talk with IACT for language regarding disciplinary procedures for an employee who has been charged with a crime. Mileage was discussed and will be changed to .28 cents per mile. Attorney Selvia asked what happens if an employee refuses to sign off on the personnel policy? The page to sign off on states that they have read and understand the policy, not necessarily that they agree with it. If they don't sign off they don't want to be an employee. Part of being an employee is to be a team player. The definition of immediate tamily did not change. Motion to adjourn made by Councilor Hammer, seconded by Councilor Green.
