GREENCASTLE COMMON COUNCIL
EXECUTIVE SESSION
TUESDAY, NNE 9, 1998 6:00 P.M. PUTNAM COUNTY LIBRARY
The Greencastle Common Council met in Executive Session Tuesday, June 9, 1998, 6:00 p.m. at
the Putnam County Library. Mayor Michael called the meeting to order. On the Roll Call, the
following were found to be present: Councilor Roach, Councilor Hammer, Councilor Green,
Councilor Baynard and Councilor Masten. Also present was City Attorney Trudy Selvia and City
Engineer Ron Smith.
This meeting was held to discuss the Dick Brown lot. Mr. Brown accepted the offer of
$29,500.00 made by the City and Attorney Selvia asked for direction. Mayor Michael stated there
could be monies available to develop the lot through the Development Center and Mainstreet.
Councilor Roach questioned if there is hazardous waste potential. Councilor Masten stated he
believes a level one environmental test was done when the site was considered for the jail site.

Councilor Roach asked about the cost to clean and level the lot. Councilor Hammer stated that 3
out of the 4 County Commissioners have stated they would help with the parking lot. Councilor
Masten stated he is confident we can work something out with the County. Councilor Baynard
asked if anything was going to be done with parking on the south end of town. Councilor Bavnard
stated there is a lot behind Mama Nunz that needs to be graded too. Councilor Roach suggested if
the County is willing to grade and rock the Dick Brown lot, let's have them do the lot behind
Mama's also. City Engineer Smith stated the Street Department can clean up, but there will need
to be design and drainage plans drawn up and have them ready for paving with the summer paving
program. Attorney Selvia stated this may fit into one of Mainstreet's programs and they could be
willing to help.
Councilor Roach made the motion to purchase the Dick Brown lot in the amount of $29,500.00
(twenty nine thousand five hundred dollars), with the condition that a Level I impact study has
been done and clears requirement. Councilor Hammer seconded the motion, vote was unanimous.
Councilor Masten stated he should have an appraisal on the Locust Street Building by tomorrow
and he is working on the Build Indiana Fund application with a request of $400,000.00. State
Representatives Crosby and Senator Lawson are also helping with the Build Indiana Funds and
Congressman Pease is going to help with the Post Office.

unanimous.
