Savannah Beach, Tybee Island, cia.
November 2nd, 1934.
The regular meeting of Council,was held to -day at 4 :00 p.m. and
was a`t_ended by Mayor Bright, who presided, and Councilmen Cann,
Logan, Lovell and Righton.
The minutes of the meetings of October 4th were read and approved.
The petition of E.A.Armand for refund of costs of damages to his
property was discessed and was referred to Councilman Sharpley
for investigation and report.
The report of the Fire Committee was read and adopted.
On motion made and seconded and passed that anagreement be made
with the owner of the land on which the fire station is built,
and located on First Avenue and Second Street, the western part
of lot number 12, ward 1, that the building remains as the
property of the Town and can be removed at any time upon rea-
sonable notice to do so.
The Mayor informed Council thdlt he had ascertained that the
RFC had no authority to loan money to municipalities.
It was moved ani seconded and passed that the following resolution
be adopted;
RESOLUTION.
Resolved by:.the Mayor and Councilmen of the Town of
Savannah Beach, Tybee Island, in regular meeting assembled, that
the d:ep appreciation of this body is hereby exyended to William
S.Lovell and A.P.Solomon,jr., for the efficient and successful
conduct in raising funds enabling this municipality to equip
a fire department thus reducing the cost of fire protection
within said municipality and offering an incentive.to persons
contemplating new construction.
Be it further resolved that this body id fully aware
of the the and effort given by William S. Lovell and A.P.Solomon,
jr., for the accomplishment of this work and the unselfish zeal
devoted thereto.
Be it further resolved that a copy of this resolution
be sent by the Clerk of Council to Wiliam S. Lovell and A.P.Sol-
omon,jr., and that the same be spread upon the minutes of this
meeting.
It was moved and seconded and passed that the following ordinance
be adopted;
ORDINANCE,
AN 0P INANCE to be entitled "An ordinace to create
the office of Chief of the Fire Department of Savannah Beach,
Tybee Island, Georgia, and to create the office of Captain
of such department; to provide for the appointment for such
Captain;: to designate the personelof such department
and the control of the same; to provide punishment for inter-
ference with said department or its personel and for other
purposes *.

SECTION ONE - Be it ordained by the Mayor and Councilmen of
Savannah Bach, Tybee Island, Georgia, in regular meeting
assembled and it is hereby ordained by the authority of the
same that the office of Chief of the Fire Department of Savann:h
Beach, Tybee Island, Georgia, is hereby created:
SECTION TWO - Be it further ordained by the Mayor and Council-
men of Savannah Beach, Tybee Island, Georgia, in regular meeting
assembled that the office of Captain of the Fire Department is
hereby created.
SECTION TF1REE - That the Chief and the Captain of the Fire Depart -
ment shall be appointed by the Mayor with the approval of Council
at the meeting at which this ordinances is adopted or as soon
thereafter as is convenient for the remainder of the present term
of the Mayor and Councilmen of Savannah Beach, Tybee Island, ueo-
gia, and thereafter to be appointed as aforesaid at the time of
the election or appointment of other officers of said Town as
provided by,the 8harter of said Town for successive terms of two
years subject to removal at any time during the first or subsu-
quent appointments by the Mayor for any cause subject to the
approval of Council.
SECTION FOUR 4 Should the Fire Chief and /or the Captain of the
Fire Department be removed by the Mayor as provided in the pre -
ceding section his successor shall be appointed by the Mayor
with approval of Council for the remainder of the th term of the
officer so removed.
SECTION FIVE - Said Chief and the Captain of the Fire Depart-
ment shall serve without compensation unless compensation
shall hereafter be fixed by the Mayor and Council.
SECTION SIX - Said Chief of the Fire Department shall, from
time to time, take such orders and directions as may be given
by the Mayor and Councilmen of the Town of Savannah Beach,
Tybee Island, Georgia, in reference to the Management, control
or conduct of said department but otherwise shall take charge
of, preserve, maintain, use, or permit to be uded under his
direction all of the fire apparatus and equipment now or here-
after owned or acquired by Savannah Beach, Tybee Island, Georgia,
SECTION SEVEN - The Captain of the Fire Department shall serve
as assistant to the Chief of said department and shall take or
carry out such orders and directions, in or about the conduct
and regulation of such department as may from time to time be
given him by the Chief acid shall in all ways wok and under
the direction of said. Chief in the promotion of erficiency
of said department.' In the absence or disability of the Chief
the said Captain shall act as Chief and'when so acting shall
have the power and authority of the Chief.
SECTION EIGHT - The personel of the Fire Department shall
consist of such volunteers as may from time to time offer and
be accepted by the Chief and that all work or services done
or volunteered shall be without compensation unless otherwise
authorized by the Mayor and Councilmen.

SECTION NINE - All persons volunteering for service in said
department or engaged in the work of the department shall be
under the sole direction and control of the Chief during the
period of such work or service and no person is to erlage or
do any work of said department without the consent of said
Chief.
SECTION TEN - Any person or persons who shall interfere with of
obstruct the working of said department or any member of said
department when engaged in the work of said department shall
be punished for each offense upon conviction before the Police
Court of said Savannah Beach, Tybee eland, Georgia, by a fine
of 3 100.00'and /or imprisonment of thirty(30) days either or b
both or any portion of either or both in the discretion of
the presiding officer of said Police Court.
SECT ON ELEVEN - All ordinances or parts of ordinances in con;
flict herewith are hereby repealed.
It was moved and seconded and passed that the Chief of the Fire
Department and the Chairman of the Fire Committee proceed to
elect a volunteer fire department.
There being no further business Council a.djour,}°ied subject to
tie call of he Mayor.

A special meeting of Council was held to -day at i2t00_.:,naon,
and was attended by Mayor Bright,awho presided, and Councilmen
Righton,Blumenthal and Sharpley.
The Finance Committee reported that as it would be necessary
to borrow not over 3 8000.00 to meetba casual deficiency in
revenue now existing, that the Mayor be empowered to negotiate
a loan for this amount to be used as needed.
It was moved and seconded and passed that the following resol-
ution be adopted;
RESOLUTION.
BE IT RESOLVED by the Mayor and Council of theTown
of Savannah Beach, Tybee Island., in meeting assembled, THAT
O.E.Bright, Mayor, be, and he is hereby, authorized
to negotiate a loan from suck bank, or banks,4.s he may prefer,
and upon such reasonable terms as he may decide, which loan
maybbe in a lump sum or in various amounts from time to time,
the aggregate, however, not to exceed the sum of Eight Thousand
('$8,000.00) Dollars.
Any note,or notes,, execated as evidence of such loan
shall be signed by the Mayor and a tested by the Clerk of Council
with the corporate seal of the municipality attaded, and such
note, of notes, shall be repaid in full on, or before, June 1,
