SUBJECT: PLANNING COMMISSION ACTIONS-MEETING OF NOVEMBER 7,
2013
RECOMMENDATION:
The City Council is requested to receive and file actions of the Planning Commission
from the ir meeting of Novembe r 7, 2013.
BACKGROUND:
On Novembe r 7, 2013, the Planning Commission held their special meeting .
ANALYSIS:
The following is a summary of actions taken at the Novemb er 7, 2013 Planning
Commission meeting:

2. CONSENT CALENDAR
The Planning Commission approved the minutes from their Special Meeting of
October 17, 2013 and Regular Meeting of October 22, 2013.

3. UNFINISHED BUSINESS
A. The Planning Commission approved a Conditional Use Permit and Tentative
Parcel Map to allow the development of a residential condominium project
consisting of three detached dwelling units at 5451 Sultana Avenue. The
subject site is located in the R-2 Zoning District and is designated as
medium density residential by the General Plan.
The Planning Commission approved the request on a 3-0 vote.
4. NEW BUSINESS
A. The Planning Commission took no action on a Zone Variance request to
allow the construction of an attached three-car garage with a five-foot rear
setback as opposed to the required 15-foot setback per code. The
application was withdrawn due to the death of the applicant. The request,
however was required to be placed on the agenda as the public hearing
notice had already been published at the time of withdrawal.
The Planning Commission took no action on the request.
B. The Planning Commission approved a modification of an existing Conditional
Use Permit for a restaurant, Hao You Lai located at 9679 Las Tunas Drive to
extend the daily hours of operation to 11:00 a.m. to 9:30 p.m. and to provide
outdoor seating in compliance with the Building and Safety Department and/or
the Fire Department of Los Angeles County.
The Planning Commission approved the request on a 3-0 vote.
C. The Planning Commission approved a Conditional Use Permit to allow the
establishment of a full service restaurant, Big Rice Restaurant located at
5703 Rosemead Boulevard within the Temple City Marketplace shopping
center. The previous business Mattress Discounters, vacated the business
site in 2003.
The Planning Commission approved the request on a 3-0 vote.

E. MATTERS FROM CITY OFFICIALS
Commissioner Horton expressed gratitude to serving on the Planning
Commission, and apologized for missed Planning Commission meetings due
to commute and various commitments.
F. UPDATE FROM THE PLANNING MANAGER
Planning Manager Starns updated the Planning Commission that a joint
meeting of the Planning Commission and Parks and Recreation Commission
will discuss the Parks and Open Space Master Plan on November 1ih, a
workshop for the proposed Sign Code Update will take place on November
26th, the draft Housing Element update, along with subdivision projects are
scheduled for December 10th, and the Planning Commission Meeting of
December 24th will be cancelled in observance of the Christmas holiday.
G. ADJOURNMENT
The Planning Commission meeting was adjourned at 8:23 p.m.

This item does not have an impact on the Fiscal Year (FY) 2013-14 City Budget.
