PRESENT: Mayor Ilan Gubler, Council President Rob Geray, Council Member Michael Thompson, Council Member Peter Wadsworth, Council Member Kathy McNamara, Public Works Director Zech Prouse, City Attorney Andrew Rawlings and City Clerk Keri West. ABSENT: Treasurer Amy. Sullivan. VISITORS: Kevin Casper. Mayor Gubler welcomed everyone and led the Pledge of Allegiance. A roll call was taken to open the meeting. CONSENT AGENDA: City Council Work Meeting and City Council Regular Meeting Minutes of September 24, 2019 were reviewed. Council reviewed the finance reports for the period ending September 30, 2019 (100%ofthe fiscal year elapsed). The City had $1.O31.130.35 in the bank and routine bills had been paid, "Exhibit A". Mayor Gubler entertained a motion. Council President Geray made a motion to approve the consent agenda as prevented. Council Member Thompson seconded the motion. All in favor. Motion carried ITEMS OF BUSINESS: Discussion of lone Comprehensive Plan - Clerk West stated the Planning & Zoning Commission discussed the Iona Comprehensive Plan at their last meeting and are wanting to know if the City Council supports moving forward with updating it. She continued and said the Iona Comprehensive Plan has not been updated since 2007. Clerk West also stated she has researched other cities that have recently updated their Comprehensive Plan and the costs vary between $70,000-$100,000. She continued and said mere are other ways to update the Comprehensive Plan, such as conducting a new community survey. that would cost much less. However, the City would be looking to spend a minimum of $10.000 to update the Iona Comprehensive Plan. Council President Geray said he thinks it would be a worthy project for $10,000, but he is concerned about finding someone that would be willing to take on a project that size. Mayer Gubler stated he is not opposed to updating various sections of the Comprehensive Plan, such as the community survey. However, he does not approve of completely redoing the Comprehensive Plan, requiring a large budget Clerk West also stated the P&Z Commission strongly agrees that the Area of Impact needs to be updated with Bomteville County. Mayor Gubler stated that discussion has been ongoing with Bonneville County for 10 years and the lack of communication has been frustrating. Discussion continued regarding surrounding growth and the Area of Impact Mayor Gubler stated his approval for the P&Z Commission to go through the Comprehensive Plan and update applicable sections. Clerk West stated she has spoken to the City of Idaho Falls and they recommended using the Community Outreach program at BYU-I to conduct our City survey for around $3,000. Mayor Gubler said at this point, the P&Z Commission, along with the City Clerk, need to research costs to update the Iona Comprehensive Plan. Once costs have been estimated, the City Council can discuss and Agee on a budget to allocate for P&Z to update the Iona Comprehensive Plan. General Water System Discussion — Mayor Gubler stated the water project is in a holding pattern to get the appropriate equipment to continue the pmjeet. He slated Knife River requested permission to blast the rock because their rock saw is broken. Mayor Gubler stated the City has declined that request. Mayor Gabler also voiced his frustrations with Knife River not keeping the schedule on track. He also stated he has written letters to the contractors to let them know they are approaching the deadline before liquated damages will be considered. Mayor Gubler also stated Dome Technology has been great to work with and they are currently on schedule with the tank ponion of the project. STAFF REPORTS: Mayor Gubler report the City has received the Final Plat Application for Freedom Field Estates Division II, and it will be on next month's agenda as a Public Hearing. Mayor Gubler also stated there will be trees removed on Steele and 55th East by the end of the month. He also reponed they will be ordering more speed radar signs. Mayor Gubler also report he has received complaints that residents arc not seeing Bonneville County Sheriffs Office deputies at night. Lieutenant Casper made note of the complaint. Clerk West stated the City Trunk or Treat will be held on October 315 at 530 p.m. She also stated Election Day is November 5.2019. Lieutenant Casper stated the City had the calmest month of the year in September. There were 56 dispatched and traffic calls. He also stated he has had a regular Deputy in Iona over the last month, but he had to move him to a new area last week. He continued and said the Iona police vehicle has been used very frequently in the evenings in the City. He reported it being used in Iona for 140 hours during August and September. Lieutenant Casper discussed the variety of calls they have received for the City of Iona. Council President Geray stated the Veterans Day Program will be held at Thunder Ridge High School Performing Ans Center with the high school band Ile also stated the program will be held on Wednesday, November 6111, 2019. Mayor Gubler suggested that Clerk West try to book a state representative to be the keynote speaker. Clerk West agreed. Council Member McNamara staled the Iona Historical Museum will hold their meeting next Wednesday. SUGGESTED AGENDA ITEMS: No suggestions made.
