•Roadway systems are one of the City’s largest and most Visible Assets.
•Replacement Cost of $95.3 Million
•71 miles of paved streets, 13.6 million square feet of pavement
•Requires maintenance like any asset (People maintain cars and homes)
•Reasonable asset management includes data review, analysis, planning and implementation of a maintenance program
What is Pavement Management?
•Network level planning tool
•Provides an overall pavement inventory of the City
•Pavement Condition Index (PCI)
•Treatment decisions
•Required for funding, Section 2108.1 of CA Streets &

How is a Pavement Management
Program Developed
•Data Collection by visually inspecting each street
•Identify typical distresses using a standardized process ATSM D6433-09
•Generate a pavement condition index (PCI) or rating using software
•Develop general maintenance strategy
•Run various budget scenarios and approve a target budget
•Develop 6 year program
