HomeMy Public PortalAbout03 28 2024 MeetingMINUTES OF THE REGULAR MEETING AND PUBLIC HEARING BEING HELD BY THE AD HOC COMMITTEE, OF THE TOWN OF GULF STREAM, ON MARCH 28, 2024, AT 9:00 A.M. IN THE WILLIAM F. KOCH, JR. COMMISSION CHAMBERS OF THE TOWN HALL, 100 SEA ROAD, GULF STREAM, FLORIDA. I. Call to Order Chairman Paul Lyons called the meeting to order at 9:00 A.M. II. Roll Call a. Town Clerk Basel swore in the following committee members: Paul Lyons, Gary Cantor, Michael Glennon, Bill Koch, and Thomas Smith. Town Attorney Town Clerk Committee Member III. Briefing from Assistant Town Attorney Nazzaro Assistant Town Attorney Nazzaro gave some housekeeping items by bringing the committee members up to date regarding the Sunshine Law and its meaning as well as how the meetings would be noticed and minutes taken by the Town Clerk. He noted that Ad Hoc Committee members were not required to file a financial disclosure. IV. Instructions/Comments from Chairman Lyons Chairman Lyons had each member introduce and tell a little bit about themselves. After each member present had done so, Chairman Lyons then stated the purpose of the committee was to address massing in the Core and that he would like to meet on a bi-weekly basis. Chairman Lyons showed pictures of homes in the Core to see differences in one and two-story homes and showing the light, air, and privacy of neighboring properties. V. Additions, withdrawals, deferrals, arrangement of agenda items There were none. VI. Announcements A. Meeting dates to be decided The next meeting will be held on April 8, 2024, at 8:30 A.M. Minutes of Ad Hoc Committee Meeting Regular Meeting March 28, 2024 @ 9:00 A.M. VII. Communication from Public (3 minute maximum) There was none. VIII. Items by Staff Town Manager Dunham stated he was going to reach out to see if Dana Little from the Treasure Coast Regional Planning Council could be present at the next meeting. IX. Items by Committee Members Discussion was had amongst the members regarding setbacks and what may or may not be allowed on the different lots. Elevations and FAR were also discussed. Chairman Lyons asked the members to review the Design Manual that was given to them before the next meeting and bring back input regarding preservation of the character of the Core District, maintaining property values and encouraging/incentivizing homes that are more proportionate to the size of the lot. Chairman Lyons stated he would like to keep the meetings at an hour in length to accommodate everyone's schedules. X.
